The Joint Investigation Headquarters (Joint HQ), which is investigating the '12·3 Emergency Martial Law Incident,' announced that President Yoon Seok-yeol refused to accept the second summons letter sent by mail.

On the 23rd, the Joint HQ stated, “The summons letters sent to the Presidential Office's General Affairs Secretary and the Presidential Secretariat were marked as 'addressee unknown,' and the Presidential Residence refused to accept them, according to the postal system,” adding, “The electronic official documents remain unconfirmed.”


Earlier, on the 20th, the Joint HQ sent summons letters via express mail and electronic official documents to three locations: President Yoon’s residence, the Presidential Office’s General Affairs Secretary, and the Presidential Secretariat.


The summons letter instructed President Yoon to appear on Christmas Day, the 25th, at the High-ranking Officials’ Crime Investigation Office (PCC) located in the Government Complex Gwacheon, to be investigated as a suspect on charges of leading a rebellion and abuse of authority.

The Special Investigation Unit of the National Police Agency revealed that a notebook written by former Intelligence Commander Noh Sang-won contained the phrase ‘Provoking North Korean attack on the Northern Limit Line (NLL).’ A Special Investigation Unit official explained, “It listed politicians, journalists, religious figures, labor unions, judges, and public officials as targets for collection,” adding, “Some individuals were named explicitly, and the term ‘collection’ is interpreted as meaning arrest. Additionally, methods of detention and handling, as well as blocking the National Assembly, were mentioned.”


The official further stated regarding Noh’s private organization, the ‘Intelligence Service Investigation Unit 2,’ “We obtained testimonies from attendees of the Lotteria meeting. The unit is divided into three departments, with about 60 members ranging from the commander to the troops. We confirmed that personnel appointment documents were even prepared,” and added, “We believe Investigation Unit 2 was formed under the Joint Investigation Headquarters. It was assigned the mission to secure the Election Commission’s server as its first order.” Regarding the investigation of former Commander Noh, the official said, “He has given very few statements himself, and we are substantiating the case through testimonies from those around him.”


The Special Investigation Unit also sent an official request to the Presidential Office and the Presidential Security Service to preserve the secure phone (bi-hwa phone) servers. No communication warrants have been applied for President Yoon’s secure phone to date. The secure phone is issued and managed by the Security Service. It is a secure mobile phone equipped with anti-tapping and call recording prevention software, and the related server data is a key piece of evidence in the investigation. A Special Investigation Unit official said regarding the secure phones of Police Commissioner Jo Ji-ho and Seoul Police Commissioner Kim Bong-sik, “Commissioner Jo Ji-ho inherited his phone upon taking office,” and “Commissioner Kim Bong-sik received his phone after the November presidential golf course report for security reasons but returned it after the martial law declaration.”


The Special Investigation Unit notified People Power Party lawmaker Chu Kyung-ho, who is charged with rebellion, to appear on the 26th. At the time of the martial law declaration, Chu, then the floor leader of the People Power Party, is suspected of requesting Speaker Woo Won-shik to delay the vote to lift martial law or convening an emergency party meeting at the party headquarters to obstruct his party members’ vote to lift martial law.


The Special Investigation Unit applied for and obtained a seizure warrant for CCTV footage from the presidential residence in Samcheong-dong, Jongno-gu, Seoul, on the 19th. A Special Investigation Unit official said, "It is not yet confirmed whether the warrant has been executed,” and “There has been no contact yet regarding the investigation of former Defense Minister Kim Yong-hyun.” Police Commissioner Jo Ji-ho and Seoul Police Commissioner Kim Bong-sik reportedly met President Yoon at the presidential residence in Samcheong-dong, Jongno-gu, Seoul, around 7 p.m. on the 3rd, just before the martial law announcement, where they received an A4 document listing ‘seized agencies’ and others.
