Namyangju City, Woori Bank, and Korea Land & Housing Corporation Promise Mutual Cooperation
Contributing to Regional Economic Revitalization Based on Advanced Technologies Such as IT Development, Operation, and Financial R&D
Expected to Generate 455.7 Billion KRW in Added Value and Create 3,475 Jobs
Namyangju City, Gyeonggi Province (Mayor Joo Gwang-deok) signed a Memorandum of Understanding (MOU) on the 23rd at City Hall with Woori Bank Co., Ltd. and Korea Land & Housing Corporation (LH) to establish Woori Financial Group’s future-oriented integrated IT center, ‘Digital Universe.’

This agreement marks the first investment attraction case within the Wangsuk Urban High-tech Industrial Complex in Namyangju City and was arranged to promote the construction of the ‘Digital Universe’ to strengthen digital financial competitiveness.
At the signing ceremony, Mayor Joo Gwang-deok of Namyangju City, Woori Bank President Cho Byung-kyu, and LH Namyangju Business Headquarters Director Jang Hee-cheol attended, signing the agreement outlining the roles of the three institutions and future cooperation plans, exchanging symbolic items of each organization, thus taking the first step toward the successful promotion of the Digital Universe construction project.
The agreement includes △ administrative support from Namyangju City △ timely development and supply of land and infrastructure (LH) △ timely promotion of the Digital Universe construction (Woori Bank), and all parties agreed to continuously cooperate until the completion of the Digital Universe.
The Digital Universe, to be built in the Wangsuk Urban High-tech Industrial Complex in Namyangju, is a future-oriented integrated IT center combining cutting-edge technology and eco-friendly design, including group IT development and operations, financial R&D centers, and educational facilities. The project will be carried out on approximately 9,400 pyeong of land with a budget of 550 billion KRW.
The center is scheduled to begin construction in 2026 and aims for completion in 2028, after which more than 300 Woori Financial Group employees will be stationed there.
The establishment of the integrated IT center is expected to generate approximately 455.7 billion KRW in added value and create 3,475 jobs. It is also anticipated to revitalize the local economy through various community contribution plans such as △ financial support for companies entering Namyangju City △ IT education and talent development projects △ establishment of a university support system (RISE) △ support for new growth businesses that nurture digital innovation startups into major corporations.
Mayor Joo Gwang-deok of Namyangju City emphasized, “The Wangsuk Urban High-tech Industrial Complex is an attractive investment destination with excellent railway transportation networks such as GTX-B and Line 9, as well as abundant power infrastructure. As a reliable partner of Woori Bank, we will spare no effort and support to ensure the successful promotion of the Digital Universe construction project.”
Woori Bank President Cho Byung-kyu said, “The signing of this MOU not only strengthens digital financial competitiveness but also marks the starting point of cooperation for mutual growth with Namyangju City. We hope that the Digital Universe will establish itself as a digital financial hub where everyone can grow together.”
