Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) has expressed a strong commitment to developing the Changneung District of the 3rd New Town as a self-sufficient city where housing, jobs, leisure, and nature harmonize. According to Goyang Special City on the 23rd, every effort is being made to ensure that Changneung New Town becomes a new model that elevates Goyang City's sustainability by emerging as the center of the northwest metropolitan area.

Changneung New Town is planned to be completed by 2029, covering an area of 7,890,019㎡ (2,386,000 pyeong) across Wonheung-dong, Dongsan-dong, Yongdu-dong, Hyangdong-dong, Hwajeon-dong, Donae-dong, Haengsin-dong, Hwajeong-dong, and Seongsa-dong in Deogyang-gu, Goyang City. Its excellent accessibility, being only 0.7 km from the Seoul boundary, is expected to make it a key area for balanced development in the metropolitan region.
Goyang Special City emphasizes the creation of a lake park within the project site to ensure a livable residential environment in Changneung New Town. The lake park is an important project that not only provides a healthy and pleasant living space but also promotes urban ecosystem and environmental conservation, fosters community formation, and revitalizes the local economy.
Mayor Lee Dong-hwan of Goyang Special City held an in-depth discussion on Changneung New Town issues with Choi Jun-yeop, Director of Korea Land and Housing Corporation (LH), last July. He reiterated the necessity of strengthening self-sufficiency functions, incorporating Beolmal Village, and creating the lake park, requesting active cooperation.
Beolmal Village, located in the center of the Changneung District and a strategic development hub through which the Goyang-Eunpyeong Line passes, is considered the core area for new town development. Incorporating Beolmal Village to secure additional self-sufficient land and creating the lake park are expected to simultaneously boost job creation and improve residents' convenience in the area.
Goyang Special City plans to continuously persuade the Ministry of Land, Infrastructure and Transport and Korea Land and Housing Corporation (LH) to ensure that the lake park, which will be the center of Changneung New Town's growth, becomes a new landmark of Goyang City.
Changneung New Town, with its proximity to Seoul, excellent transportation network, and efficient resource utilization, is a region with high future growth potential. The focus is on building a sustainable urban environment beyond residential-centered development.
Goyang Special City has been conducting anchor company attraction activities by visiting major corporations and held investment attraction committee meetings with experts from various fields to discuss investment attraction plans for large-scale development zones. On the 19th, an investment briefing session and business agreement ceremony were held at the Seoul Rise Autograph Collection Hotel targeting leading domestic and international companies in the 4th industrial sector from Japan, Austria, and other countries.

Earlier, on the 7th of last month, the city attended the joint investment briefing session for northern Gyeonggi Province hosted by Gyeonggi Province, actively proposing improvements to corporate regulations in the Changneung 3rd New Town and designation as a special opportunity development zone. Additionally, an investment promotion booth was set up at the 2024 Goyang Special City Citizens' Day event held at Ilsan Lake Park in October to share the vision of Changneung New Town.
The city plans to continue its best efforts to attract effective corporate investment and expand quality jobs in Changneung New Town.
On the 18th of last month, the ‘Changneungcheon Integrated River Basic Plan and Feasibility Study Final Report Meeting’ for the successful promotion of the Changneungcheon integrated river project was held at KINTEX Exhibition Hall 2.
Based on the basic plan reviewed with the advisory committee, the city announced a phased roadmap for the Changneungcheon maintenance project. According to the 18.4 km Changneungcheon area maintenance plan, the river is divided into four zones: historical ecological zone, waterfront hub zone, neighborhood waterfront zone, and landscape and recreation zone. Additionally, a specialized plan was introduced to create an upstream rainwater retention facility and a 42.195 km marathon course connecting Goyang Hangang Park, Changneungcheon, and Daedeok Ecological Park.
The maintenance of the Goyang Changneung District section located in the midstream of Changneungcheon is also planned to be completed by 2029. The Changneung New Town section is divided into a general conservation zone and a neighborhood waterfront zone, with plans to create floodplain areas on both sides of Changneungcheon to provide walking paths where citizens can rest and stroll. The city is consulting with Korea Land and Housing Corporation (LH) to create various waterfront spaces that align with the purpose of the Changneungcheon integrated river project.
Mayor Lee Dong-hwan of Goyang Special City stated, “Changneung New Town should be developed as a job-centered city with strengthened self-sufficiency functions, moving away from the existing residential-focused development. We must include Beolmal Village in the Changneung District to establish a comprehensive and systematic development plan and provide residents with a living environment they can truly be satisfied with through the creation of the lake park.”
