Starting next year, online general meetings will be allowed in maintenance project associations in Seoul. Following the introduction of electronic voting, the Seoul Metropolitan Government has decided to expand support to include online general meetings. Up to 10 million KRW in meeting hosting costs will be supported for 25 associations.

On the 22nd, Seoul announced the 'Maintenance Project Electronic Voting and Online General Meeting Activation Plan,' which will be fully implemented from 2025. From January 8 next year, associations wishing to participate in the project can apply, and a project briefing session will be held next month.


Associations participating in the maintenance project electronic voting and online general meeting project will receive support from Seoul City covering up to 50% of the costs incurred for electronic voting and hosting online general meetings, with a maximum of 10 million KRW.


The city plans to select about 25 associations for support. The amount of support per association participating in next year's project will be determined through the Subsidy Review Committee, considering factors such as △association size △general meeting operation plan △association management performance.


Although the government announced in August that electronic voting and online general meetings would be fully permitted, considering that legal amendments take considerable time, the ICT Regulatory Sandbox system is being utilized to promote a pilot project for activating electronic voting.


To promote electronic voting in maintenance projects, the city selected 10 associations to conduct a pilot project. Among them, 7 associations have completed the use of electronic voting in their general meetings, and the remaining 3 associations are scheduled to implement electronic voting by January.

This year’s pilot project confirmed that replacing paper voting with electronic voting significantly reduces the preparation period and costs for general meetings, as well as increases overall voter turnout. Satisfaction among association members participating in decision-making remotely was high. When on-site and online general meetings were held concurrently, members were highly satisfied because they could view the progress in real time online.


The city plans to form an expert group called the ‘Information Security Quality Inspection Team (tentative name)’ to provide consulting aimed at preventing information security issues and concerns that may arise during the online decision-making process.


Associations wishing to participate in the project can apply at the district office where the project site is located from January 8 to February 6 next year. For interested associations, the city will hold a project briefing session to provide detailed guidance on the effects of introducing electronic voting and online general meetings, as well as the support procedures.


Since some associations may hold general meetings in January, those applying by the 15th of next month will be subject to early review, and the first selection results will be notified. Specific details such as the date and location of the project briefing session will be announced on the Maintenance Project Information Mongttang website.


Han Byung-yong, Director of the Housing Office at Seoul City, said, "Delays in maintenance projects are directly linked to costs borne by associations, so Seoul has focused its support on ‘speed.’ The introduction of online general meetings and electronic voting is expected to be a turning point that increases the speed and efficiency of redevelopment and reconstruction projects. We will continue to make multifaceted efforts to accelerate maintenance projects."
