Yangju City, Gyeonggi Province (Mayor Kang Su-hyun) announced on the 20th that it achieved a comprehensive integrity grade of Level 2 in the 2024 Public Institution Comprehensive Integrity Evaluation announced by the Anti-Corruption and Civil Rights Commission, rising one level from last year.
The Anti-Corruption and Civil Rights Commission's comprehensive integrity evaluation measures the integrity level of public institutions nationwide by assessing ▲‘Integrity Perception’ evaluated by civil petitioners and internal public officials ▲‘Integrity Effort’ evaluating the institution’s anti-corruption efforts ▲and the status of corruption incidents.
The city received Level 3 in Integrity Perception, Level 2 in Integrity Effort, and Level 2 overall comprehensive integrity. This ranks among the top integrity grades out of 75 cities and counties.
Since the beginning of his term, Mayor Kang Su-hyun has made various efforts to improve Yangju’s integrity. To listen to citizens’ voices and foster understanding and empathy, he has operated the campaign promise ‘Mayor Direct Email.’ Additionally, the city has promoted diverse measures to enhance external perception, such as operating the Citizen Ombudsman system and Integrity Happy Call monitoring.
To raise internal perception among employees, the city has worked to spread an integrity culture based on empathy and communication by conducting various integrity education programs, holding integrity content contests, and producing and distributing integrity mirrors for new public officials.
Furthermore, the city actively worked on improving corrupt practices by conducting corruption risk assessments for senior officials and implementing improvement policies for corruption-prone tasks.
This year, starting with a strategy meeting for improving integrity, the city enacted the ‘Yangju City Integrity Improvement Support Ordinance’ in March to address shortcomings from last year’s comprehensive integrity evaluation and implemented various policies to enhance integrity.
As a result of these efforts, Yangju City steadily improved its comprehensive integrity grade by one level each year: Level 4 in 2022, Level 3 in 2023, and Level 2 this year. Notably, in the Integrity Perception category, it rose two levels from Level 5 last year to Level 3 this year, and it received high scores in external integrity, being recognized by citizens as an institution performing fair and honest work.
Mayor Kang Su-hyun emphasized, “Achieving Level 2 in the comprehensive integrity evaluation is the result of continuous efforts throughout the 8th elected term to improve Yangju’s integrity by promoting corruption improvement and spreading an integrity culture.” He added, “This is the fruit of joint efforts by citizens and public officials.” He continued, “Going forward, Yangju City will do its best to supplement shortcomings, expand communication with citizens, and continuously develop the integrity culture in the public sector to achieve Level 1 in comprehensive integrity.”
