Development of Job Descriptions and Derivation of Performance Indicators
Dongcheon Water, a specialized company in the production of bottled water, carbonated drinks, and mixed beverages under the Dong-A Socio Group, received the Excellence Award at the '2024 NCS Corporate Utilization Best Practice Competition.'
The National Competency Standards (NCS) is a systematized framework by the government that defines the knowledge, skills, and attitudes required for job performance in various industrial sectors and levels.
Since its inception in 2015, the NCS Corporate Utilization Best Practice Competition has been held to discover and disseminate outstanding cases that have established job-centered personnel management systems based on job analysis using NCS and achieved results.
The competition, hosted by the Ministry of Employment and Labor and the Human Resources Development Service of Korea, saw participation from 108 companies and 23 consultants. Among them, 19 companies and 6 consultants were selected as best practices after document and presentation evaluations, with "corporate customized competency standard utilization" as a key judging criterion.
Dongcheon Water, which received the Excellence Award (Human Resources Development Service of Korea President’s Award), conducted a comprehensive survey of all job roles based on NCS and developed detailed job descriptions containing knowledge, skills, attitudes, and specific job details for each role. They also derived competency indicators through competency modeling and performance indicators based on job analysis.
In particular, the company was highly evaluated for transforming its organizational culture into one that pursues change and innovation by establishing this job management system and introducing a performance management system capable of measuring individual competencies.
A Dongcheon Water representative stated, "Based on NCS, we can expect positive changes in various aspects such as systematic personnel management, improved work efficiency, enhanced employee motivation and collaboration, and organizational growth through change and innovation. We will advance our job and performance management systems to secure differentiated corporate competitiveness so that both employees and the company can grow together."
