Fixed-type 4 Sites and Floating-type 1 Site... Announcement of Offshore Wind Power Bidding Results

The Ministry of Trade, Industry and Energy announced on the 19th that as a result of the 2024 wind power competitive bidding, five offshore wind power operators (1886MW) and six onshore wind power operators (199MW) were awarded contracts.


For fixed offshore wind power, 1664MW (7 projects) participated in the bidding for a 1000MW announcement, and 1136MW (4 projects) were selected. The fixed offshore wind power operators awarded this time are Yeonggwang Anma (Equis·Daemyung Energy·CS Wind, 224MW), Yeonggwang Anma 2 (208MW), Yeonggwang Yawol (Doosan Geo Solution, 104MW), and Taean (Vina Energy·CIP, 500MW).


The floating offshore wind power, conducted for the first time this year, had a 500MW announcement with Banditbul-i (Equinor, 750MW) submitting a sole bid and being finally selected.


For onshore wind power, 199MW (6 projects) participated in the bidding for a 300MW announcement, and all were selected. The selected onshore wind power operators are Gokseong Green (42MW), Yeongwol Jeopsan (37.8MW), Uljin Sillim (37.2MW), Pyeongchang Bongjin (8.0MW), Pyeongchang Soksa (37.2MW), and Tabae Hanbaek (37.2MW).


The volume selected in this year's wind power competitive bidding was significantly expanded to 2085MW, an increase of 502MW (32%) compared to last year's 1583MW (offshore 1431MW, onshore 152MW).


This wind power competitive bidding was implemented with improvements to the system in the direction of strengthening the supply chain and security, according to the 'Offshore Wind Power Competitive Bidding Roadmap' announced last August.


According to the roadmap, a two-stage evaluation was applied, strengthening the non-price indicators (score allocation expanded from 40 points to 50 points). In the first evaluation, only non-price indicators were used to select candidates, and in the second evaluation, the price indicator score (50 points) was combined for the final selection.


An official from the Ministry of Trade, Industry and Energy explained, "In the case of onshore wind power, the main reason for the under-subscription compared to the announced volume was evaluated to be the voluntary market expansion by the private sector, such as RE100 demand, which did not participate in the competitive bidding." He added, "We plan to analyze other causes of under-subscription and review improvements for the next bidding."


Meanwhile, according to the roadmap, the Ministry plans to advance the announcement period of the wind power competitive bidding, which was held in the fourth quarter every year, to the first half starting in 2025, and to make additional announcements in the second half if necessary, considering bidding demand. Additionally, it explained that in next year's bidding, it plans to establish a separate public-led bidding market and improve security indicators.
