Seosan City in Chungnam Province is accelerating the expansion of cultural facilities as a foundation to broaden citizens' opportunities to enjoy culture and the arts.

The city plans to establish the (tentatively named) Culture and Arts Town, Creative Arts Village, and Performing Arts Support Center, and this year opened "Beonhwaru Munhwa Issue" in the Dongmun-dong area.

Beonhwaru Munhwa Issue, a cultural and artistic space created to revitalize the stagnant old downtown shopping district, has hosted various exhibitions since its opening in September, including the "Photo Club Bit Sarang Photo Exhibition" and the "National Art Fair Invitational Exhibition."

The (tentatively named) Culture and Arts Town, to be built at 286-13 Seoknam-dong, attracted the Seosan Branch of the National Gugak Center last December, and various administrative procedures, including an environmental impact assessment, are currently underway.

In 2025, the city plans to proceed with land acquisition negotiations and approval of implementation plans for the (tentatively named) Culture and Arts Town.

The (tentatively named) Culture and Arts Town will house six cultural facilities, including the Seosan Branch of the National Gugak Center, the Intangible Heritage Transmission Education Center, Seosan Cultural Center, Seosan Municipal An Gyeon Art Museum, Arts Center, and Literature Hall.

The city is also focusing its administrative efforts on securing spaces to support local artists' activities, in addition to expanding spaces for citizens to enjoy culture.

The Creative Arts Village in Jungwang-ri, Jigok-myeon, was demolished due to aging, and will be reborn on the same site with new exhibition halls, creative studios, experiential education rooms, and a cafe for promoting and selling local specialties.

The city expects that, once construction is completed, the facility will support local artists' creative activities, serve as a space for enjoying local arts, and contribute to increasing local residents' income through the cafe and other amenities.

The Performing Arts Support Center is planned for the Banyangi area of Haemi-myeon, and will feature rehearsal rooms with professional soundproofing, a 200-seat performance hall, and multipurpose rehearsal spaces.

According to the city, the center is expected to receive a great response from many performing arts enthusiasts and citizens who currently use facilities in other regions due to a lack of professional rehearsal spaces.

With the design budget for the Creative Arts Village (10.6 billion KRW) and the Performing Arts Support Center (15.99 billion KRW) secured in the 2025 Chungnam Province main budget, financial measures for the total construction cost of approximately 26.6 billion KRW have been established.

Lee Wanseop, Mayor of Seosan, said, "We will do our best to gradually expand the insufficient cultural facilities to provide high-quality performances and exhibitions, thereby improving the quality of life for our citizens."
