Grace period shortened from 1 hour to 20 minutes... Enforcement strengthened
Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 19th that it will strengthen crackdowns by shortening the towing grace period for illegally parked personal mobility devices (electric kickboards) from 1 hour to 20 minutes.

Previously, electric kickboards caught during crackdowns were to be voluntarily collected or relocated by rental companies after prior warning, and if not addressed within 1 hour, they were towed. However, due to the rental companies' passive on-site responses and users' illegal parking, causing continuous pedestrian inconvenience and safety risks, the crackdown has been intensified.
Since August 5, Goyang Special City has formed a dedicated task force composed of responsible officials to crack down on electric kickboards recklessly left in towing zones, including ▲roadways including bicycle-only lanes ▲crosswalk entrances and subway station exits ▲areas around bus stops and taxi stands ▲crosswalks, braille blocks, traffic islands ▲areas near fire hydrants and children protection zones.
From August until now, a total of 1,591 electric kickboards have been caught for illegal parking, of which 55 were towed, and towing fees amounting to 1.65 million KRW were imposed on rental companies.
Goyang Special City expects that this strengthened crackdown will help secure safe pedestrian rights for citizens through the rental companies' voluntary collection and prompt on-site measures.
A Goyang Special City official stated, “We will continue to prioritize citizens' safety and strive to establish a safe usage culture for personal mobility devices,” adding, “We ask users to comply with personal mobility device usage rules for everyone's safety.”
