Sexual Violence Investigation... Dedicated Organization and Victim Support
Jung Junho, a member of the Democratic Party of Korea (representing Buk-gu Gap, Gwangju), announced on the 18th that he has proposed a revision to the “Framework Act on Clearing Up Past Incidents for Truth and Reconciliation,” which explicitly designates gender-based violence as a subject for investigation by the Truth and Reconciliation Commission.
The proposed amendment explicitly includes sexual violence cases within the scope of fact-finding to ensure thorough investigations, and calls for the establishment of a dedicated body for uncovering the truth and investigating sexual violence cases. It also stipulates support measures for victims of sexual violence, aiming to fully reveal the truth of previously excluded cases and to protect victims.
Jung stated, “The current law does not provide any regulations regarding the investigation of gender-based violence against women, men, or children, so investigations into state-perpetrated gender-based violence have not been properly conducted,” adding, “This will be an opportunity to uncover truths that have been hidden until now.”
Jung also commented on President Yoon Sukyeol’s appointment of Park Sunyoung, chairperson of Mulmangcho Foundation, as the new head of the Truth and Reconciliation Commission on the 6th, immediately after the declaration of martial law was lifted. He said, “It was the first sign that nothing had changed after President Yoon lifted martial law.”
Jung continued, “In fact, I hesitated to propose the bill because Chairperson Park made remarks at her inauguration that seemed to defend martial law and has consistently engaged in activities contrary to the direction pursued by the Truth and Reconciliation Commission,” adding, “However, since the public enabled the passage of the impeachment motion in the National Assembly, I now believe the Truth and Reconciliation Commission will soon return to normal, which is why I decided to propose the bill.”
