Seongdong-gu, Seoul (Mayor Jeong Wono) announced that it has been selected as the ‘Best Civil Service Institution’ for four consecutive years, the first in Seoul.
Seoul City evaluates the civil complaint handling status annually for the Seoul City Hall, business offices, investment and affiliated institutions, and 25 autonomous districts, selecting and awarding ‘Excellent Civil Service Institutions’ that provide high-quality civil services.
Starting in 2021, Seongdong-gu has received the top award every year up to this year, maintaining its undisputed first place for four consecutive years.
The district also achieved first place overall among autonomous districts in the ‘2024 Civil Administration Service Evaluation’ conducted by Seoul City, announced last November.
The ‘Civil Administration Service Evaluation’ assesses the compliance rate and reduction rate of processing periods for statutory civil complaints and response office complaints handled from October of the previous year to September of the current year, the simplification of required documents, citizen satisfaction, and aims to improve the prompt handling of complaints and citizen satisfaction.
The district actively operates systems for prompt civil complaint handling, such as the ‘Speed Civil Complaint Mileage System,’ which selects and awards outstanding employees who contributed to shortening complaint processing times, and the ‘Advance Notice of Processing Deadlines System,’ which informs complaint handlers of processing deadlines by period. These efforts are analyzed to have led to excellent external evaluations.
Additionally, the district received an encouragement award in the ‘2024 Civil Service Improvement Best Practices’ for expanding the ‘Saturday Civil Service Office’ operation to twice a month. The ‘Civil Service Improvement Best Practices’ is a system where Seoul City discovers and awards excellent cases among civil services implemented or being implemented within the last two years.
Since first implementing the Saturday Civil Service Office in February 2020, the district expanded its operation to twice a month in March 2023 in anticipation of the transition to the COVID-19 endemic phase and increased demand for civil services such as passport applications. It also proactively increased team leader-level staff and expanded processing tasks.
As a result, the number of uses of the Saturday Civil Service Office increased sharply from 674 cases in 2022 to 2,829 cases in 2023, and the service was opened to anyone, not just Seongdong-gu residents, maximizing its effectiveness and receiving favorable reviews.
Jeong Wono, Mayor of Seongdong-gu, said, “Seongdong-gu has made resident satisfaction the top priority of district administration and has implemented leading policies.
