Presidential Office General Affairs Secretary's Office 'Undelivered'

The Joint Investigation Headquarters (Joint Headquarters), investigating the '12·3 Emergency Martial Law' incident, announced on the 17th that the summons for President Yoon Seok-yeol was returned due to refusal of receipt at the Hannam-dong residence.

The Joint Headquarters stated that "According to the postal system, the presidential residence refused to accept the summons, resulting in its return, and the summons sent to the Presidential Office Secretariat General Affairs Secretary's Office was undelivered."


The Joint Headquarters attempted to deliver the summons to both the Presidential Office and the Hannam-dong residence the previous day but failed. A Joint Headquarters official said, "Both the Presidential Office and the residence refused to accept the summons, so it could not be delivered by hand," adding, "The Security Office claimed it was not within their jurisdiction." The Presidential Secretariat also expressed uncertainty about whether delivering the summons during the president's suspension from duty falls under their responsibilities.


The Joint Headquarters requested President Yoon to appear at the Corruption Investigation Office for High-ranking Officials (CIO) at 10 a.m. on the 18th. The summons specified charges against President Yoon, including leading a rebellion and obstruction of the exercise of official duties through abuse of power. The Joint Headquarters is a cooperative investigative body composed of the National Police Agency's National Investigation Headquarters, the Corruption Investigation Office for High-ranking Officials (CIO), and the Ministry of National Defense Investigation Headquarters.
