Goseong-gun, Gyeongnam Province, is focusing on implementing the '2024 Winter Season Comprehensive Measures' for three months until February next year to prevent various safety accidents caused by disasters such as heavy snow and cold waves, stabilize the livelihood of ordinary citizens, and protect vulnerable groups.
The key directions of this winter comprehensive plan are six areas: △prevention of winter disasters △prevention of forest fires and other fires △prevention of agricultural, livestock, and fisheries disasters and livestock infectious diseases △infectious disease management and daily quarantine △stabilization of ordinary citizens’ livelihoods and revitalization of the local economy △strengthening support for low-income and vulnerable groups.
To prevent winter disasters, an immediate emergency duty system will be established through multi-channel situation management, thorough pre-safety inspections will be conducted on areas and facilities at risk of damage to prevent harm, and major sites and facilities will be inspected simultaneously.
Additionally, reflecting the characteristics of each region and section, a section-specific snow removal response system will be established, and vulnerable traffic sections and habitual freezing sections will be designated to strengthen surveillance activities and inspections. Safety inspections will also be conducted on gas, electricity, and water in cooperation with related organizations, and a reporting center will be operated to resolve supply inconveniences, ensuring that residents using essential facilities do not experience discomfort.
A special forest fire prevention plan will also be promoted to prevent fires during the dry winter season. Customized preventive measures and strengthened monitoring activities will be implemented according to the timing and causes of forest fires to block fire factors in advance, and forest fire prevention publicity will be enhanced targeting farmers and mountain visitors.
In particular, to detect forest fires early, a leased forest fire suppression helicopter will be operated to establish an initial suppression system, and unmanned surveillance cameras will be operated to fully respond to forest fire prevention.
To prepare for damage to crops caused by heavy snow and cold waves and livestock infectious diseases, an 'Agricultural Disaster Countermeasures Situation Room' and a 'Quarantine Countermeasures Situation Room' will be operated. Furthermore, vaccinations for COVID-19 and influenza will be administered, and a 'Pertussis Quarantine Task Force and Situation Countermeasures Team' will be operated to fully focus on preventing infectious diseases among residents.
Regarding the stabilization of ordinary citizens’ livelihoods and revitalization of the local economy, a 'Price Countermeasures Comprehensive Situation Room' and a 'Local Price Stabilization Task Force' will be operated to stabilize prices of rice, winter kimchi vegetables, livestock products, and other staple foods. To promote consumption among residents, local gift certificates will be sold at a discount to contribute to the revitalization of the local economy.
In addition, to strengthen support for low-income and vulnerable groups, a welfare blind spot discovery system and public-private cooperation will be used to identify and support households in crisis to help stabilize their lives. During school vacations, meals will be provided to children at risk of food insecurity, and winter measures for child and youth social welfare facilities will also be inspected.
Governor Sang-geun Lee stated, “We will do our best to implement the comprehensive measures without neglect in any area so that all residents can spend a safe and warm winter.”
