Discussion on Establishing Settlement Guidelines and Accounting Standards
Yangju City, Gyeonggi Province (Mayor Kang Su-hyun) announced on the morning of the 16th that it held a ‘Standard Transportation Cost Calculation and Accounting Treatment Criteria Establishment for the Semi-Public Bus Operation System Project Kick-off Meeting’ at the city hall situation room.

The event was attended by Mayor Kang Su-hyun, the Director of Yangju City Transportation Safety Bureau, the Head of Public Transportation Division, and representatives of related transportation companies, and was conducted with a report from the project execution agency, the Kyungil Social Management Research Institute.
The main report items included ▲Purpose of the project ▲Calculation of standard transportation costs ▲Establishment of settlement guidelines and accounting treatment criteria ▲Future plans, and a Q&A session was held to facilitate smooth project execution and understanding of the semi-public operation system introduction.
The ‘Semi-Public Bus Operation System’ is a system that strengthens the public nature of the bus operation system through joint management of profits, route bidding, and financial support while maintaining the form of service supply by private transportation companies.
Through this, private transportation companies can secure stable finances to prevent the reduction of deficit routes, as well as improve management conditions and employee treatment, thereby protecting citizen benefits and expecting service improvements.
Yangju City explained that it plans to complete this project by March 2025 and gradually transition the semi-public operation system for city and village bus routes within the jurisdiction.
Mayor Kang Su-hyun of Yangju City said, “In the current situation where the transportation industry is facing difficulties due to a shortage of transportation workers and rising transportation costs, the introduction of the semi-public operation system is an inevitable trend of the times. However, since it involves more budget than before, we will strive to establish a transparent and efficient semi-public operation system through reasonable standard transportation costs and clear settlements.”
Meanwhile, as aging and the risk of local extinction accelerate, public transportation is being highlighted as playing an important role in maintaining citizens’ social participation and regional economic vitality.
Yangju City has been actively taking steps to provide citizens with more convenient and high-quality public transportation services, such as establishing the ‘Bus Semi-Public Operation System Team’ within the Public Transportation Division of the city hall in January and recently enacting the ‘Ordinance on the Operation of Yangju City Route Bus Semi-Public Operation System.’
