The Prosecution's Special Investigation Headquarters for Emergency Martial Law (Head: Park Se-hyun, Chief Prosecutor of Seoul High Prosecutors' Office) announced that it filed an arrest warrant for former Army Chief of Staff Park at the Central Regional Military Court on charges of engaging in important duties of rebellion under the Criminal Act and abuse of authority obstructing the exercise of rights.

After President Yoon declared martial law on the 3rd, former Army Chief of Staff Park, appointed as the Martial Law Commander, also issued the 'Martial Law Command Headquarters Proclamation No. 1' in his name. The proclamation contained unconstitutional content banning all political activities, including the National Assembly. The prosecution is known to have recently summoned General Park to investigate the circumstances of the proclamation's announcement and discussions held with President Yoon and others in the Decision Support Office (Decision Office) within the Joint Chiefs of Staff Command and Control Center.

On the same day, the prosecution filed arrest warrants for three key figures related to martial law: former Army Special Warfare Command Commander Kwak Jong-geun, former Capital Defense Command Commander Lee Jin-woo, and former Army Chief of Staff Park.
