The prosecution investigating the 'December 3 Emergency Martial Law Incident' notified President Yoon Seok-yeol to appear on the 15th, but he did not comply. The prosecution's investigation is clearly targeting President Yoon.
On that day, the Prosecution's Special Investigation Headquarters for Emergency Martial Law (Head: Park Se-hyun, Chief Prosecutor of Seoul High Prosecutors' Office) announced that they had notified President Yoon to appear at '10 a.m. on the 15th,' but President Yoon did not respond. The prosecution plans to issue a second summons to President Yoon soon.
The first summons notification to President Yoon was made on the 11th. It is reported that an official letter requesting his appearance at the Seoul Central District Prosecutors' Office was sent to the Yongsan Presidential Office, along with a summons sent by mail. The documents were delivered without issue.
As President Yoon did not respond to the prosecution's summons, the prosecution is expected to issue a second summons as early as the 16th. President Yoon is accused of abusing his authority by declaring an unconstitutional and illegal proclamation for the purpose of disrupting the constitutional order (rebellion) on the 3rd, and ordering martial law commanders to deploy military forces to the National Assembly and the Central Election Commission to arrest key figures including representatives of ruling and opposition parties. Based on multiple testimonies indicating that President Yoon directed the overall situation from the declaration of martial law to the deployment of martial law troops to the National Assembly, the prosecution regards President Yoon as the 'ringleader of rebellion.'
However, not only the prosecution but also the Special Investigation Unit of the National Police Agency is reportedly considering summoning President Yoon. There is also a possibility of a forced investigation to secure devices such as the so-called "bi-phone" used by President Yoon during the martial law period. With the investigation authority over the December 3 martial law incident still unclear, it may appear that President Yoon is 'choosing' which investigative agency will question him.
