Chief Kim testified that he received an A4 sheet
It has been confirmed that Kim Bong-sik, Chief of the Seoul Metropolitan Police Agency, attempted to destroy evidence after receiving a paper containing martial law instructions from President Yoon Seok-yeol.
On the 13th, the Special Investigation Unit for Emergency Martial Law under the National Police Agency stated in a briefing to the press, "Chief Kim testified during the police investigation about the A4 paper containing the martial law instructions delivered by President Yoon," but added, "However, he currently states that the A4 paper is no longer in his possession."

Earlier, it was confirmed that about three hours before the declaration of emergency martial law, President Yoon called Police Chief Jo Ji-ho and Chief Kim to the presidential safety residence in Samcheong-dong, Jongno-gu, Seoul. Chief Jo testified to the police that during this meeting, President Yoon wrote the instructions regarding the institutions to be seized by the martial law forces on one sheet of A4 paper and handed it over. The document reportedly contained a plan to seize the National Assembly in chronological order and listed about ten institutions that the martial law forces were to take control of. Chief Jo is said to have subsequently torn up this paper.
Chief Kim also testified during the police investigation that he received the A4 paper. However, based on his statement that the document is currently missing, the police suspect that Chief Kim attempted to destroy evidence, and thus included concerns about evidence tampering as a reason for requesting an arrest warrant.
A police official said, "We have confirmed circumstances indicating that (former Chief Kim) attempted to destroy evidence related to the A4 paper," and added, "We will continue to examine his movements and conduct further investigations."
