"Declaration of Martial Law, an Act Destroying Constitutional Order and Democracy"
The Muan County Council of Jeollanam-do (Chairman Lee Hoseong) expressed a strong determination to protect democracy and the constitutional order of the Republic of Korea by adopting the “Resolution Urging President Yoon Seok-yeol’s Immediate Resignation and Impeachment” at the 11th plenary session of the 2nd regular meeting of the 298th session on the 12th.
According to the County Council, the resolution, which was primarily proposed by Councilor Jeong Eun-gyeong (Democratic Party of Korea) on the same day, calls for the immediate resignation or impeachment by the National Assembly in response to President Yoon Seok-yeol’s unconstitutional declaration of martial law on the 3rd, an act that disrupted the national order.

The County Council strongly criticized, “Martial law can be inevitably enforced in cases of war, armed conflict, or equivalent national emergencies, but President Yoon Seok-yeol’s declaration of martial law this time violated the procedures and requirements stipulated by the Constitution and even carried out an unconstitutional personal coup by mobilizing martial forces to neutralize the National Assembly.”
It continued, “The National Assembly attempted to swiftly resolve the situation by initiating the impeachment motion against President Yoon according to constitutional procedures and going through the legitimate voting process in the Assembly, but members of the People Power Party left the plenary session hall, abandoning their voting rights as constitutional institutions, leaving an indelible stain in the history of Korea’s constitutional order.”
In the resolution, the County Council emphasized △ the demand for President Yoon Seok-yeol’s immediate resignation and the National Assembly’s impeachment motion △ condemnation of the People Power Party lawmakers’ actions to block impeachment △ urging the opposition party to take responsible roles △ thorough investigation and punishment of those involved in the martial law declaration △ and the expression of determination to restore democracy and normalize the nation.
Meanwhile, the Muan County Council plans to deliver the resolution adopted on the day to the Blue House, the Secretariat of the National Assembly, and each political party.
