Development of the Land Above Seoul Station to Dangjeong Station Section
Yongsan-gu, Seoul (Mayor Park Hee-young) announced on the 12th that on the 11th, it held a meeting with seven basic local governments including Yongsan-gu to urge the designation of the Gyeongbu Line underground project as a national leading project, and signed a joint petition calling for its selection as a national leading project and its inclusion in the comprehensive plan.

The Gyeongbu Line section (Seoul Station to Dangjeong Station) is a key railway line connecting Seoul and Gyeonggi areas. Once the undergrounding of this section is completed, it is expected to greatly help alleviate traffic congestion and improve the living environment of local residents. Attending the meeting were Park Hee-young, Mayor of Yongsan-gu; Jang Young-min, Deputy Mayor of Dongjak-gu; Choi Ho-kwon, Mayor of Yeongdeungpo-gu; Eom Ui-sik, Acting Mayor of Guro-gu; Yoo Sung-hoon, Mayor of Geumcheon-gu; Ahn Dong-kwang, Deputy Mayor of Gunpo; and Choi Dae-ho, Mayor of Anyang, who discussed the necessity of undergrounding the Gyeongbu Line and future response measures.
The joint petition signed at this meeting, reflecting the aspirations of the seven local government heads and residents, will be delivered to the Ministry of Land, Infrastructure and Transport. If the Gyeongbu Line is undergrounded, it is expected not only to resolve traffic congestion between Seoul and Gyeonggi areas but also to promote economic growth and social vitality through development of the upper area.
The Gyeongbu Line Promotion Council has been formed since 2012, jointly conducting technical reviews for undergrounding the Gyeongbu Line and basic planning services for upper area development, continuously raising the necessity of undergrounding to the Ministry of Land, Infrastructure and Transport. Especially, after the enactment of the “Special Act on Railway Undergrounding and Integrated Development of Railway Sites” in January this year, the council also delivered a petition urging the undergrounding of the Gyeongbu Line to the Ministry in March.
According to the leading project proposals from Seoul and Gyeonggi Province, the Gyeongbu Line section can cover the undergrounding project costs through development of the upper land. Furthermore, the undergrounding of the Gyeongbu Line is expected to have significant economic, social, and policy effects, and given the strong will of the local governments to promote it, the seven local governments share the common opinion that this section should be selected as the first leading project target.
Park Hee-young, Mayor of Yongsan-gu and chairman of the Gyeongbu Line Promotion Council, said, “The undergrounding of the Gyeongbu Line is an important project that goes beyond simple traffic improvement, contributing to balanced development between Seoul and Gyeonggi areas and enhancing citizens’ quality of life.” He added, “We will do our best to ensure that this section’s undergrounding is selected as the first leading project and realized promptly.” He further stated, “The undergrounding of the Gyeongbu Line is essential for building future-oriented transportation infrastructure, resolving regional disconnection, and improving the residential environment around the railway.”
Meanwhile, the Ministry of Land, Infrastructure and Transport announced that on October, five metropolitan local governments submitted a total of eight leading project proposals. The proposals include ▲ Seoul’s Gyeongbu Line and Gyeongwon Line ▲ Busan’s Gyeongbu Line ▲ Joint Gyeongin Line of Incheon and Gyeonggi Province ▲ Daejeon’s Daejeon Marshalling Yard and Daejeon Station ▲ Gyeonggi Province’s Gyeongbu Line and Ansan Line.
The Ministry plans to announce the first leading project target sites by the end of this year after going through procedures such as document evaluation and on-site evaluation based on the submitted project proposals. The selection criteria for leading projects include the necessity and feasibility of project promotion, rationality of railway undergrounding and development plans, project feasibility, and project effects.
