Minister Yoo emphasized, "We must thoroughly prepare to prevent any inconvenience to the public caused by communication failures." This is aimed at preventing traffic delays caused by crowds gathering at events such as the National Assembly in Yeouido, Seoul, and Gwanghwamun.

The KT Network Control Center, established in December 2011, is an integrated network control facility that monitors the nationwide KT network infrastructure in real-time, 24 hours a day.

Meanwhile, the Ministry of Science and ICT and the three mobile carriers will focus on preventing communication failures in preparation for large-scale crowd gatherings on the 14th. They plan to deploy additional mobile base stations and expand communication capacity.

According to the Ministry of Science and ICT, the three mobile carriers will increase traffic capacity by deploying 36 mobile base stations, 39 temporary base stations, and 152 existing communication base station equipment during the second week of December (14th-15th), and will operate 124 personnel in the situation room and on-site response teams.
