Goyang City Council Passes Resolution Urging President Yoon Seok-yeol to Resign

Unanimous Passage Amid Full Absence of People Power Party Lawmakers in Vote

The “Resolution Urging the Resignation of Yoon Seok-yeol, Accused of Treason,” proposed by 17 members including Choi Gyu-jin of the Democratic Party of Korea, was passed on the 10th at the Goyang City Council plenary session in Gyeonggi Province, despite the absence of city council members from the People Power Party.

The resolution explicitly identified President Yoon Seok-yeol as an “accused of treason,” citing reasons for urging his resignation such as the unlawful declaration of martial law, the unconstitutional proclamation, and acts of treason attacking the National Assembly.


The resolution stated that since there were no wartime, armed conflict, or hostilities, and social order was not severely disturbed, the martial law itself did not meet the requirements of Article 2, Paragraph 2 of the Martial Law Act, rendering it illegal.


It further explained that Proclamation No. 1, which banned the activities of the National Assembly, local councils, and political parties, contained content exceeding the authority granted by the Constitution and the Martial Law Act, and was therefore unconstitutional in itself.


Moreover, it recorded that the attempt to arrest members of the National Assembly to nullify the lifting of martial law stipulated in Article 77, Paragraph 5 of the Constitution?which states, “When the National Assembly requests the lifting of martial law with the approval of the majority of its members, the President shall lift it”?was a clear act of disturbing the national order and met the conditions for treason.


During the voting process, all 15 members of the People Power Party did not participate, and only 19 members?17 from the Democratic Party of Korea and 2 independents?participated, passing the resolution unanimously.


Choi Gyu-jin, who proposed the agenda, stated, “Mobilizing military force to attack the National Assembly is a clear act of treason, and obstructing the National Assembly’s resolution to lift martial law is also an act of disturbing the national order,” urging, “Yoon Seok-yeol, who is unqualified, should immediately step down from the presidency.”


Choi also mentioned, “Even in the National Assembly, members of the People Power Party are more focused on defending the regime through impeachment defense than punishing the treason charges,” and expressed “strong regret over the decision by People Power Party members in the Goyang City Council to refuse to join the call for resignation of the accused of treason and to forfeit their voting rights.”
