Eunpyeong-gu Implements 6th Seasonal Fine Dust Management Plan... Until March Next Year

Eunpyeong-gu, Seoul (District Mayor Kim Mi-kyung) will implement the '6th Seasonal Fine Dust Management System' from this month until March next year.


The Seasonal Fine Dust Management System refers to strengthened fine dust reduction policies during periods when high concentrations of fine dust frequently occur, and this is the sixth implementation since 2019.

The main projects of the 6th Seasonal Management System include restrictions on the operation of Grade 5 emission vehicles, intensive management of air pollutant emission sites and dust-generating sites, enhanced road cleaning, and special indoor air quality inspections at multi-use facilities.


During the seasonal management period, operation of Grade 5 emission vehicles is restricted throughout all areas of Seoul from 6 a.m. to 9 p.m. on weekdays. Violators will be fined 100,000 KRW.


Vehicles equipped with reduction devices are exempt from enforcement, and among vehicles that cannot be equipped with reduction devices, those owned by low-income individuals and small business owners are also exempt. Additionally, emergency vehicles, vehicles for the disabled, and vehicles owned by national merit recipients are exempt from enforcement.


Eunpyeong-gu will strengthen management of 17 air pollutant emission sites and 67 dust-generating sites within the district. They plan to conduct guidance and inspections on the proper operation of pollution prevention facilities at air pollutant emission facilities, restrictions on the use of old construction machinery at construction sites, and operate a citizen monitoring group for illegal fine dust emissions to continuously check for improper installation of dust prevention walls (nets), and whether wheel washing and water spraying facilities are in operation.


Furthermore, special inspections will be conducted on indoor air quality at 33 multi-use facilities such as underground stations and daycare centers to maintain appropriate levels. In addition, compliance with the appropriate winter heating temperature of 20°C or below will be checked and managed for energy-intensive buildings within the district.


To reduce road re-suspended dust, road cleaning will also be intensified. Using Eunpyeong-gu’s cleaning vehicles, enhanced cleaning will be carried out on Yeonseo-ro and Tongil-ro, designated as key management roads, and on arterial roads in Daejo-dong, a fine dust concentration management area.


District Mayor Kim Mi-kyung stated, “We will thoroughly respond to high-concentration fine dust for the health of our residents,” and added, “We hope residents pay attention to respiratory health management during the winter season.”
