Proactive Response to Traffic Congestion Following Wharf Function Relocation in Collaboration with Stakeholders

Busan Port Authority (BPA) will implement proactive traffic congestion mitigation measures such as expanding entry and exit lanes and adjusting signal cycles starting at the end of this month to prepare for the expected increase in logistics flow and traffic volume around Gammam Pier due to the relocation of the North Port container terminal functions.

As the cargo previously handled at Jaseongdae Pier is scheduled to be fully transferred to the new Gammam Pier within this year, and the North Port container terminal functions are being relocated, cargo that was previously processed separately in Dong-gu and Nam-gu districts of Busan will be concentrated in Nam-gu. This is expected to cause a significant increase in traffic volume at the Gammam Pier intersection, making it urgent to establish comprehensive measures to resolve traffic congestion issues.


Busan Port Authority held on-site meetings with stakeholders including the Busan Police Agency, freight truck drivers, and North Port operators, and based on traffic volume analysis results at the Gammam intersection, established key improvement plans. These include expanding the entry lanes to Gammam Pier on Bukhang-ro from one lane to two lanes, and securing dedicated lanes for straight movement (Sinsun-ro) and right turns (Bukhang-ro) on internal roads to minimize confusion among trailer drivers and ensure smooth logistics movement by the end of the year.

Additionally, to improve congestion on internal roads at Gammam Pier, BPA plans to continue multifaceted efforts to alleviate traffic congestion caused by the relocation of pier functions by implementing measures such as painting guiding lines for each direction of exit lanes, introducing a digital pre-gate system, expanding internal road lanes, and further reviewing control measures for outbound vehicles.


Kang Jun-seok, President of Busan Port Authority, stated, “We expect this measure to facilitate smooth movement and reduce congestion of North Port container cargo, which will be handled mainly in Nam-gu,” and added, “We will strive to improve congestion and enhance operational efficiency by utilizing the Transshipment Transport System (TSS) to enable transshipment cargo to move within Gammam Pier.”
