Earlier, on the afternoon of the 3rd, President Yoon Suk-yeol declared martial law through an emergency statement. The National Assembly submitted a resolution demanding the lifting of martial law through a plenary session, and the martial law was lifted at 4 a.m. on the 4th, six hours later. The National Assembly proceeded with a vote on the impeachment motion, but it was discarded due to a lack of quorum. Following this, on the 8th, the day after the failure to count the impeachment motion votes, citizens continued to hold rallies in front of the National Assembly urging impeachment.

As of 5 p.m., unofficial police estimates counted about 13,000 people, while organizers estimated around 100,000 attendees. They held placards with slogans such as "Arrest the Traitor Yoon Suk-yeol Immediately" and "The Shout of Candlelight Will Not Stop." The Korean Confederation of Trade Unions (KCTU), which led the impeachment rally in front of the National Assembly, announced plans to hold daily rallies starting from the 9th. The Candlelight Action group also plans to hold daily candlelight rallies at Exit 5 of National Assembly Station at 7 p.m. starting on the 9th.

Meanwhile, 573 political scientists working at domestic and international universities issued a declaration on the current situation, urging the re-submission and prompt passage of the presidential impeachment motion. They argued, "The president’s retreat to a secondary role is a deception," and stated, "Impeachment is not a suspension of the constitution but a restoration of constitutional order."
