Review of Submission Requirements and Enforcement Measures
The prosecution has confirmed that former Minister of National Defense Kim Yong-hyun, identified as the ringleader of the 'December 3 Emergency Martial Law Incident,' replaced his personal mobile phone after the martial law incident and has begun efforts to secure his previous mobile device.
To this end, the prosecution has requested that former Minister Kim submit his previous mobile phone and is considering using compulsory measures if he refuses. They also emphasize the need to verify call records and identify contacts.
According to the legal community on the 8th, the Special Investigation Headquarters for the Emergency Martial Law (headed by High Prosecutor Park Se-hyun) confirmed that former Minister Kim replaced the mobile phone he had been using after the emergency martial law incident on the 3rd.
Since the investigation began, the Special Investigation Headquarters attempted to contact former Minister Kim multiple times to summon him for questioning, but it was reported that communication was difficult due to his phone replacement.
Considering the risk that former Minister Kim might destroy evidence, the Special Investigation Headquarters urgently arrested him that day and seized one mobile phone he was carrying. The prosecution plans to investigate the circumstances surrounding the phone replacement and to encourage the submission of the previous device.
