Standing Commissioner Lee Sang-hoon and Commissioners Oh Dong-seok, Heo Sang-soo, and Lee Sang-hee held a meeting at the JK Biz Center conference room in Yongsan-gu, Seoul, and pointed out that, in light of precedents and rulings related to past martial law cases, the current martial law declaration did not meet the requirements for martial law issuance.

They emphasized, "Because many citizens suffered serious and diverse human rights violations due to past unconstitutional and illegal martial law, such history must not be repeated."

They stated, "The court ruled guilty in the criminal case where Chun Doo-hwan and others were indicted for treason, recognizing the New Military Group's May 17 (martial law) expansion as a riot constituting the elements of treason."
