The Three Principles of 'Fairness, Justice, and Transparency'... Establishing a Culture of Integrity
Haenam-gun, Jeollanam-do, received the Grand Prize in the 2024 personnel evaluation conducted by Jeollanam-do.
According to the county on the 5th, following two Excellence Awards and one Encouragement Award in the personnel evaluations over the past three years, this time they received the Grand Prize, marking an opportunity to be recognized for having the best personnel administration in Jeollanam-do.
Under the three principles of fairness, impartiality, and transparency in personnel and public works implementation during the 7th to 8th elected terms, the strong will and drive of the head of the organization to establish transparent personnel administration and an honest organizational culture received high praise.

The excellent city and county personnel evaluation rewards outstanding cities and counties that have achieved excellent results in personnel work. It comprehensively evaluates 22 cities and counties in the province based on government joint evaluation personnel-related indicators, excellent cases and policy evaluations in personnel, cooperation in personnel work between the province and cities/counties, and the number of successful candidates in transfer exams.
A policy to actively support new public officials' organizational adaptation and continuous growth to prevent mid-term dropout of new civil servants, which has been a nationwide issue recently, received favorable evaluations for realizing organizational stability.
Additionally, high scores were received in items such as the employment rate of national veterans and the appropriateness of disaster management organization personnel operation. With this Grand Prize in the personnel field, following the 7th elected term, the 8th elected term is also evaluated as successfully implementing transparent personnel administration based on the three principles of fairness, impartiality, and transparency, thereby raising the trust of residents through changed county administration.
County Governor Myeong Hyeon-gwan stated, “This Grand Prize in the personnel field reflects the increased trust of our residents, and it was possible thanks to the support of public officials who worked with the county administration throughout 2024 as well as the residents' encouragement. Moving forward, we will continue to communicate not only with Jeollanam-do but also with the central government, strictly adhere to the three principles of fairness, impartiality, and transparency, and do our best to ensure more trusted and transparent personnel administration.”
