On the same day, during the full meeting of the National Assembly's Public Administration and Security Committee, Jo responded to a question from Mo Kyung-jong, a member of the Democratic Party of Korea, asking "Who gave the order?"

When asked whether it was a request or an order from the Martial Law Command, Jo said, "I don't recall the Martial Law Act clearly, so we need to check whether it was a request or an order."

When Mo pointed out, "Is it reasonable for you to make a judgment without knowing?" Jo replied, "Basically, according to the Martial Law Act, control is to be exercised under the Martial Law Commander's authority."
