At around 11:33 PM on the 4th, Chairperson Kang announced through the emergency response committee's notice room of the Seoul National University College of Medicine and Hospital Professors' Association, "If it were June, there would have been resident doctors who left, but there are none now." This means that most resident doctors have resigned from their training hospitals after June, following the government's approval of their resignations.

According to Article 5 of the Martial Law Command Headquarters Proclamation, all medical personnel, including resident doctors who are on strike or have left the medical field, must return to their duties and work diligently within 48 hours. Violations will be punished under the Martial Law Act.

Earlier, President Yoon Suk-yeol held an emergency address at around 10 AM on the same day and declared martial law.
