President Yoon Suk-yeol announced on the 3rd, "I hereby declare martial law to eradicate pro-North anti-state forces at once and to protect the free constitutional order." However, the current constitution allows the National Assembly to lift martial law.
According to Article 77 of the Constitution, the president may declare martial law when it is necessary to maintain public order during wartime, armed conflict, or a comparable national emergency. At the same time, the constitution grants the National Assembly the authority to lift martial law.
Paragraphs 4 and 5 of Article 77 stipulate that when the president declares martial law, they must promptly notify the National Assembly, and if a majority of the total members request the lifting of martial law, the president must lift it.
Meanwhile, the National Assembly is currently surrounded by police officers who are controlling access.
