Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) will actively implement winter safety measures for citizens from the 15th of this month until March 15th next year to ensure that all citizens can spend the winter safely and warmly. The city plans to establish a constant situation management system in preparation for heavy snow and cold waves, strengthen snow removal operations, protect vulnerable groups, and manage facility freezing damage.

The Disaster Response Officer of Goyang City maintains a 24-hour situation management system and operates the Disaster Safety Countermeasures Headquarters when heavy snow or cold wave warnings are issued, preparing for emergency situations with related departments.


On the early morning of the 27th, when the first heavy snow advisory of the year was issued, emergency duty was carried out from the city’s Road Management Division, district office Safety and Construction Divisions, and local administrative welfare centers to ensure citizens’ commuting was not disrupted. A total of 1,474 employees worked together to respond to the advisory.

Previously, the Disaster Response Officer installed black ice safety warning banners at 28 habitual freezing spots and supported the purchase of snow removal equipment such as small blowers. Additionally, thermal protection items were distributed to those vulnerable to cold-related illnesses, and guidelines for actions in preparation for heavy snow and cold waves were promoted.


Meanwhile, to prevent winter fires, a fire accident prevention project will be conducted until December targeting 479 households including elderly living alone, basic livelihood security recipients, and people with disabilities. Firefighting facilities such as fire extinguishers and smoke detectors will be installed by visiting these households directly. The city also plans to strengthen safety inspections in daily life to prevent fires and forest fires in cooperation with private organizations.



The city has prepared 517 vehicles and equipment for snow removal, including 194 vehicles and 206 spreaders. It has secured 19,567 tons of deicing agents such as calcium chloride and deployed 279 dedicated personnel to ensure thorough snow removal preparedness. To enable rapid deployment of snow removal vehicles, the city operates four snow removal dispatch bases and six forward bases located in Daeja-dong, Haengjuoe-dong, Daehwa-dong, Beopgot-dong, Jichuk-dong, and Seongseok-dong.

The main snow removal sections include 22 km of Jayuro (National Road No. 77), 22 km of the 2nd Jayuro (Local Road No. 357), 32 km combined of Tongillo and Hogukro (National Roads), 80 km across eight local road routes, and 214 km of 45 city roads. Each district office is responsible for snow removal on 432 km of urban planning roads, side roads, and major road interchanges.


Additionally, the city focuses on managing six routes in Deogyang-gu?Sutdol, Nakta, Mokam, Hye-eumryeong, Dwitbak, and Nogosan Pass?where heavy traffic and expected traffic congestion occur, as well as seven habitual freezing sections in shaded areas.


Local administrative welfare centers prioritize snow removal on sidewalks and overpasses frequently used by residents. Snow removal on side roads and village alleys is carried out in cooperation with neighborhood snow removal volunteer groups and tractor snow removal volunteer teams. The city promotes the campaign “Clear the snow in front of your house and store first” to actively encourage citizen participation and improve snow removal efficiency.


Goyang City has established and is implementing a comprehensive water supply plan to prepare for winter cold waves. To prevent water meter freezing, insulation materials are distributed free of charge to vulnerable households, and promotional materials on “Winter Water Pipe and Water Meter Management Guidelines” are distributed to actively inform citizens about insulation methods and actions to take in case of freezing.

Furthermore, water and sewage facilities and their operational status are regularly inspected, and a 24-hour cooperative system is established with contractors, fire stations, and related agencies to respond promptly to emergencies such as water meter freezing, water supply leaks, and sewage backflow.


Meanwhile, protection measures are prepared and operated for vulnerable groups struggling with the winter cold. Until February next year, patrols will focus on homeless vulnerable areas such as parks and around stations, and visits will be made to vulnerable housing such as small rooms, goshiwon (small dormitory-style rooms), and vinyl houses to connect necessary services through public-private cooperation.


Additionally, during the winter vacation, meal support will be provided to about 2,430 low-income children at risk of food insecurity, and heating costs of 50,000 KRW per household per month will be supported for about 5,510 elderly households and 1,820 severely disabled households among basic livelihood security recipients.


Mayor Lee Dong-hwan of Goyang Special City said, “This winter is expected to have high temperature variability, so we must be cautious of sudden cold snaps and heavy snow. We will focus all our capabilities on proactive responses to ensure safety and minimize inconvenience and damage to citizens.”
