Goyang City to Implement Driving Restrictions on Grade 5 Emission Vehicles Starting Next Month

Enforcement from 6 AM to 9 PM
Fine of 100,000 KRW for violations

Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 29th that it will implement the "6th Seasonal Fine Dust Management Program" from December this year to March next year to strengthen fine dust management and protect citizens' health.

The Seasonal Fine Dust Management Program, initiated in December 2019, is a concentrated fine dust management measure that enforces stricter emission reduction actions than usual during the high concentration fine dust period from December to March to reduce the frequency and intensity of high concentration occurrences.


Under the "6th Seasonal Management Program," operation restrictions and enforcement without grace periods will be applied for non-compliance with low-emission measures, and fines will be imposed.


The operation restriction enforcement for Grade 5 emission vehicles will be from 6 a.m. to 9 p.m. on weekdays, excluding weekends and public holidays, with a daily fine of 100,000 KRW imposed on violating vehicles.


However, vehicles equipped with emission reduction devices, emergency vehicles, vehicles for persons with disabilities, vehicles for national merit recipients, and vehicles that cannot be equipped with reduction devices but belong to basic livelihood security recipients, lower-income groups, and small business owners are exempt from fines.


Since enforcement conditions such as operation restrictions and exemptions vary by city and province, it is essential to check the restriction conditions of the relevant area through the "Vehicle Emission Grade System website" when visiting other regions.


Vehicles subject to Grade 5 emissions can be checked on the "Vehicle Emission Grade System" website or by calling "area code + 114."


A Goyang Special City official stated, "We ask for your understanding regarding the restriction on operating Grade 5 vehicles to improve air quality and protect citizens' health, and we urge citizens' active interest and participation in the implementation of the '6th Seasonal Management Program.' We will continue to make efforts to improve air quality and reduce fine dust."
