Partial Amendment Bill on the Act on Promotion of Industrial Education and Industry-Academia-Research Cooperation
On the 28th, the "Partial Amendment to the Higher Education Act" and the "Partial Amendment to the Act on Promotion of Industrial Education and Industry-Academia-Research Cooperation," proposed by Representative Kim Dae-sik (Busan Sasang-gu) of the National Assembly's Education Committee, passed the plenary session of the National Assembly.
Representative Kim explained, "The passage of these bills is the result of joint efforts by the government and the National Assembly to strengthen the institutional foundation for higher education innovation and industrial development," adding, "It reflects the aspirations of both industry-academia-research cooperation and the public's livelihood."
The partial amendment to the Higher Education Act includes provisions to allow junior colleges to establish and operate a four-year bachelor's degree program for training physical therapists, thereby strengthening the training of healthcare personnel in local communities and enhancing educational opportunity equity.
Representative Kim stated, "Operating a four-year bachelor's program at junior colleges will solve the shortage of local medical personnel and fundamentally improve the talent development system in the healthcare sector."
Additionally, the partial amendment to the Act on Promotion of Industrial Education and Industry-Academia-Research Cooperation includes easing the in-kind contribution ratio for technology holding companies and relaxing the mandatory equity ratio for subsidiaries to secure flexibility in startups and industry-academia-research cooperation, as well as establishing grounds for changing the approval of industry-academia-research cooperation technology holding companies. This is regarded as a measure to improve the regulatory system and enhance the efficiency of technology holding companies.
Representative Kim said, "With the passage of the bill, the activation of industry-academia-research cooperation and the development of the startup ecosystem will accelerate," adding, "It will enable organic connections between technology holding companies and local industries."
Emphasizing the positive effects brought by the passage of the two bills, Representative Kim Dae-sik stated, "With the legal foundation established to improve the lives of the people and industrial competitiveness, we will continue efforts for education and industrial innovation."
