"US to Announce Additional Semiconductor Restrictions on China as Early as Next Week"

Source: "Samsung and Hynix Expected to Be Affected"

Bloomberg reported on the 27th (local time) that the United States plans to announce additional semiconductor export restrictions against China as early as next week.


Bloomberg stated that while the U.S. crackdown on China's semiconductor ambitions is intensifying, it will not implement the stricter measures previously considered.

The previously known draft regulations considered sanctioning six suppliers of the Chinese telecommunications equipment company Huawei. However, in the current sanctions plan, only some of these will be included on the sanction list. Changxin Memory Technology (CXMT) has been excluded from the sanctions.


Two semiconductor fabs owned by SMIC, a foundry (semiconductor contract manufacturing) company and a major Huawei partner, will also be subject to sanctions.


According to sources, more than 100 companies are expected to be added to the additional sanction list, with a focus on companies that manufacture semiconductor manufacturing equipment rather than semiconductor manufacturing facilities.


Additionally, regulations are expected to include matters related to high-bandwidth memory (HBM), which is essential for artificial intelligence (AI) data storage processing. Sources said Samsung Electronics, SK Hynix, and Micron are expected to be affected by these regulations.


Bloomberg explained that this move can be seen as a partial victory for U.S. semiconductor equipment manufacturers such as Lam Research, Applied Materials, and KLA. These companies have opposed unilateral sanctions imposed by authorities on major Chinese semiconductor companies, including six Huawei suppliers, arguing that such measures would disadvantage U.S. companies compared to competitors like Japan's Tokyo Electron and the Netherlands' ASML.


Meanwhile, the U.S. IT magazine Wired also reported on the same day that authorities may announce new export control measures as early as July 2.
