Jang Geum-yong, the 1st Deputy Mayor of Changwon Special City, Gyeongnam, held a briefing on the 28th regarding the illegal and improper acts related to the reusable container collection and washing system establishment subsidy project and the position of the center director at the Changwon Regional Self-Sufficiency Center.
At the briefing, Deputy Mayor Jang announced that the Changwon Regional Self-Sufficiency Center would terminate its private consignment and convert the self-sufficiency labor project to a direct management system under Seongsan District Office.
The city revealed that Mr. K, who manages the Changwon Regional Self-Sufficiency Center under consignment, improperly received subsidies and self-sufficiency funds amounting to 910 million KRW from the city while promoting the reusable container collection and washing system establishment subsidy project. Additionally, he received overlapping service fees of 294 million KRW from the city’s Environmental Policy Division and Resource Circulation Division for the reform bicycle, reusable cup, and used ice pack collection and washing projects already being promoted by the Changwon Regional Self-Sufficiency Center project team.
It was reported that by abusing the position of center director, he arbitrarily disposed of Changwon city assets (commercial truck license plates) to a cooperative in which he was registered as a director without legal grounds, and dispatched two self-sufficiency participants belonging to the center to perform work for the cooperative, causing damage to the center.
As the private consignment contract period for the self-sufficiency labor project with the Changwon Regional Self-Sufficiency Center expires at the end of the year, Changwon city plans to establish a Self-Sufficiency TF team at Seongsan District Office, succeed the employment of existing Changwon Regional Self-Sufficiency Center workers, and switch to a direct management system starting next year.
Deputy Mayor Jang Geum-yong stated, “We will hold the operating corporation accountable for illegally and improperly managing the Changwon Regional Self-Sufficiency Center by consulting with the Ministry of Health and Welfare to change the operating corporation and cancel the designation of the regional self-sufficiency center.” He added, “Regarding the unauthorized building of the reusable container washing facility, we will do our best to normalize it by reflecting the audit consulting results from Gyeongsangnam-do.”
