Gyeonggi Province Governor Kim Dong-yeon had a reason for unusually prioritizing vulnerable housing groups such as vinyl greenhouses during the recent heavy snowfall.
This can be confirmed through a conversation between Governor Kim Dong-yeon and Yuk Kyung-min, Gyeonggi Province Meteorological Advisor, after Kim presided over an emergency heavy snow video countermeasure meeting with 31 cities and counties in the province on the morning of the 28th and immediately visited the 'Disaster Safety Countermeasures Headquarters.'
The following is the conversation:
"They say the snow that fell this time is wet snow, meaning it contains a lot of moisture, right?" (Governor Kim Dong-yeon)
"Yes. In the case of wet snow, the snowflakes become smaller and heavier." (Yuk Kyung-min, Meteorological Advisor)
"Because the snow is heavy, it bears a lot of load, right?" (Governor Kim Dong-yeon)
"That's correct. Normally, the weight is about 3 kg per square meter, but in the case of wet snow, it is more than three times heavier, about 10 kg." (Yuk Kyung-min, Meteorological Advisor)
"Wet snow is also related to the climate crisis, isn't it?" (Governor Kim Dong-yeon)
"Exactly. Currently, the sea surface temperature in the West Sea is about 1 to 2 degrees higher than usual." (Yuk Kyung-min, Meteorological Advisor)
"The rise in sea temperature affects not only fisheries but also the snow." (Governor Kim Dong-yeon)

Governor Kim also prioritized support for vulnerable housing groups such as vinyl greenhouses during the countermeasure meeting with 31 cities and counties that day. He promised that Gyeonggi Province would support their lodging and meal expenses through disaster funds.
Kang Min-seok, spokesperson for Gyeonggi Province, stated, "Governor Kim Dong-yeon emphasized support for vulnerable housing groups like vinyl greenhouses, which are expected to suffer the most damage, because he understood that the snow that fell this time is wet snow caused by abnormal climate conditions and is about three times heavier than normal snow."
Meanwhile, Governor Kim, after checking CCTV footage from the disaster headquarters showing slow snow removal in some areas, ordered, "Please match cities and counties that have surplus snow removal agents with those that do not so they can support each other."
He also urged, "Please continuously monitor the electricity and water supply situations, and if necessary, I hope Gyeonggi Province contacts Korea Electric Power Corporation and others before the cities and counties do."
