Strengthening Job Creation Functions
The former site of the National Institute of Health in Eunpyeong-gu, Seoul, is being transformed into a ‘creative industry hub’ focusing on digital media and content.

On the 28th, Seoul City announced that it had approved a revised version of the district unit plan amendment for the former National Institute of Health site at the 16th Urban and Architectural Joint Committee meeting held on the 27th.
The site is a large-scale public idle land near Bulgwang Station on subway lines 3 and 6, covering an area of 111,115㎡. Although the city purchased the land in 2008 and has reviewed various development plans to develop it as an economic hub in the northwest area, development has not yet taken place.
Through this district unit plan amendment, the city will provide functions to support the fostering of creative industries on public land, and apply a ‘balanced development-type pre-negotiation system’ to privately developable sites to strengthen job creation functions.
The balanced development-type pre-negotiation system maintains public interest by creating jobs through conditions such as developing more than 50% of the area for non-residential use, rather than allowing companies to profit from housing sales. After the zoning upgrade, the increase in land prices will be recovered as a public contribution and used for attracting creative industries and creating jobs.
The city plans to proceed with the land sale announcement procedure in February next year after an appraisal.
A city official stated, “With this district unit plan amendment decision, we expect to lay the foundation for a ‘new growth economic hub in the northwest area’ and a ‘creative industry center,’ which is a core industry for the future of Seoul.”
