Submission of Proposal Based on Regional Cooperation System Among 30 Institutions and Government-Industry-Academia-Research Sectors
National Pukyong National University has officially begun preparations for the 'Busan-type RISE (Regional Innovation Startup Ecosystem) Project' contest as the Regional Innovation-Centered University Support System (RISE) project is set to be fully implemented starting next year.

The RISE project is an initiative that delegates and transfers the budget and authority of the Ministry of Education’s university financial support program, which amounts to 2 trillion won, to local governments. This enables universities to grow alongside their regions and become the center of regional innovation. With full implementation scheduled for next year, regions including Busan are actively preparing.
Accordingly, National Pukyong National University established a response plan in September to attract the Busan-type RISE project, formed and operated the RISE Strategic Planning TFT in October, and recently submitted the RISE project proposal to the Busan Metropolitan City.
National Pukyong National University plans to build a cooperative governance network with over 30 institutions, including domestic and international universities, research institutes, and companies, centered on Busan’s future strategic industries.
The main tasks to be promoted include △ establishing a future new industry leading research cluster △ building a sustainable marine and fisheries development cooperation system △ creating an innovation ecosystem for Busan’s blue food tech industry through the establishment of a Blue Food Tech Consortium University △ establishing Busan-type consortium universities and nurturing core talents in future marine resources and future mobility fields △ and fostering regional innovation talents through the establishment of a video convergence major among universities in the Busan area.
National Pukyong National University recently held a project briefing session for internal members and plans to strengthen cooperation with Busan Metropolitan City, the Busan RISE Center, and others in accordance with the schedule for the confirmation of Busan’s RISE basic plan in December and the Busan RISE executing university contest in February next year.
To promote the Busan-type RISE project, National Pukyong National University plans to fully utilize the project implementation capabilities accumulated through national projects based on cooperation among local governments, industries, academia, and research institutes, such as the existing LINC 3.0 project, RIS autonomous tasks, Advanced Field Innovation Shared University project, and Startup Education Innovation Leading University project.
President Bae Sang-hoon stated, “Through the Busan-type RISE project, we will create high added value where universities and regions can grow together and leap forward as a global university that fosters an innovation ecosystem among local governments, industries, academia, and research institutes.”
