Mandatory Installation of Illegal Promotion Eradication and Reporting Centers
Jeong Jun-ho, a member of the Democratic Party of Korea representing Gwangju Buk-gu Gap, proposed an amendment to the "Urban and Residential Environment Maintenance Act" on the 27th to prevent illegal excessive competition during redevelopment and other maintenance projects.
Urban maintenance projects such as redevelopment carry a high risk of illegal activities during the project process, including the establishment of associations and the selection of contractors, due to the enormous profits from contracts. In fact, last month, the Jung-gu Office in Seoul recommended penalizing a construction company for illegal promotional activities in Sindang 10 District.
Under the current law, individual promotional activities are restricted outside of joint briefings to prevent corruption in contractor selection; however, there is insufficient legal basis for sanctions in case of violations, and the reporting centers are established at the discretion of local governments, making it vulnerable to eradicating illegal activities.
The amendment takes these points into account by mandating local governments to establish reporting centers, regulating covert promotional activities by construction companies beyond legal promotional methods, and operating integrated promotional spaces for the collective intelligence of association members to suppress corruption related to maintenance projects.
Representative Jeong said, "Various illegal acts such as bribery and entertainment not only disrupt the order of urban maintenance projects but also hinder prompt redevelopment, ultimately harming the association members. We will continue to prepare various improvement measures to restrict illegal activities and enable rational public discussions."
