As of September 27, a total of 22 special redevelopment planned districts submitted applications for the lead district competition. After verification and evaluation of application documents such as application forms and consent forms, and consultation with the Ministry of Land, the Baeksong Village complexes 1, 2, 3, and 5 (2,732 households), Hugok Village complexes 3, 4, 10, and 15 (2,564 households), Gangchon Village complexes 3, 5, 7, and 8 (3,616 households), and Jeongbal Village complexes 2 and 3 (262 households) were finally selected as lead districts, with a total selected volume of 9,174 households.
The complexes selected as lead districts secured relatively high resident consent rates and received high scores in detailed evaluation items such as the number of housing complexes participating in integrated redevelopment, the number of households, and the number of parking spaces per household within the integrated area, leading to their final selection.
The complexes selected as lead districts this time are expected to proceed with the project quickly by applying the ‘Aging Planned City-Type Planning Fast Track’ being prepared by the Ministry of Land to support the rapid establishment of special redevelopment plans.
Goyang Special City plans to actively support the smooth promotion of redevelopment projects in the lead districts administratively through prior consultations with related departments (institutions) and close communication with residents, in accordance with the Ministry of Land’s special redevelopment plan support measures.
In addition, as conflicts and fatigue among residents due to the competition have arisen, for complexes not selected as lead districts this time, a plan to proceed with a resident proposal method without competition starting next year and approve within the annual redevelopment volume is being considered. Details on this are currently being discussed between the Ministry of Land and local governments of the first-generation new towns.
Mayor Lee Dong-hwan of Goyang Special City said, “Ilsan New Town, a first-generation new town, has been established for more than 30 years, and residents have great interest in reconstruction projects and lead districts,” adding, “Starting with the lead districts selected through this competition, we will focus administrative power on the innovative urban space recreation of Ilsan New Town and do our best to create a pleasant residential environment through systematic, resident-tailored reconstruction.”
