59-Story Height Plan May Be Revised
The Seocho Jinhung Apartment near Gangnam Station on Line 2 and the Shinbundang Line will be reborn as an urban residential complex with 857 households.
On the 26th, the Seoul Metropolitan Government announced that the 12th Urban Planning Committee's Rapid Integrated Planning Maintenance Project and the Authorized Subcommittee approved the designation of the Seocho Jinhung Apartment maintenance district, as well as amendments to the maintenance plan and landscape review.
Located in 1315 Seocho-dong, Seocho-gu, Seoul, Seocho Jinhung Apartment is a residential complex situated at the intersection of the Gyeongbu Expressway and Seocho-daero, selected as a target site for the Rapid Integrated Planning project.
According to the maintenance plan, considering its location in the heart of Gangnam's downtown, the zoning will be upgraded from the third-class general residential area to a semi-residential area to introduce various mixed-use functions of the city center, applying a floor area ratio of 372%. Currently, Jinhung Apartment consists of 7 buildings with 615 households, and after the maintenance project, it will be transformed into 857 households (including 94 rental housing units).
The maximum number of floors proposed in the maintenance plan was 59, but this is likely to change. A Seoul city official explained, "There is an opinion that the height plan needs to be adjusted, so it may be modified," adding, "We plan to announce the plan reflecting the contents approved by the authorized subcommittee."
Along Seocho-daero, street-type commercial facilities and office buildings are planned. This is to respond to the commercial and office demand in Gangnam's downtown, including the large-scale development sites such as the Lotte Chilsung site and the Lion Mising site.
As a public contribution for the zoning upgrade, a public detention basin (approximately 20,000 tons) will be installed to improve the frequently flooded area. Social welfare facilities such as home care facilities for the elderly and education support centers will also be built for local residents.
A buffer green promenade (Gilmajung-gil) along the Gyeongbu Expressway and a pocket plaza space will be created at the low-rise street-level commercial area along Seocho-daero. Pedestrian paths will be connected to create a safe school route leading to Seoil Middle School and Seocho Elementary School to the north.
The Seoul Metropolitan Government plans to finalize the architectural plan by reflecting the approved amendments regarding the height plan, building form, and scale of social welfare facilities for Seocho Jinhung Apartment, followed by the announcement of the maintenance plan and integrated reviews (architecture, traffic, education, environment, etc.).
Han Byung-yong, Director of the Seoul Housing Policy Office, stated, "The Seocho Jinhung Apartment reconstruction project will connect the previously disconnected business and commercial axes of Gangnam, expand urban green spaces, and supply high-quality housing as an ‘urban-type mixed residential complex’ that forms a symbolic landscape along the Gyeongbu Expressway in Seoul, creating a pleasant residential environment."
