Gwangju City Council Opens the 313th 2nd Regular Session... Processing Next Year's Main Budget and More

A Total of 32 Items Including 17 Ordinances and Rules Proposed by Assembly Members Scheduled for Processing

The Gwangju City Council of Gyeonggi Province (Chairman Heo Kyung-haeng) announced on the 25th that it will open the "313th Gwangju City Council 2nd Regular Session" for a total of 20 days from the 27th of this month to the 16th of next month.

In this regular session, which is the last session of the year, a total of 32 items will be received and referred to the respective committees for processing, including 17 ordinances and regulations proposed by council members, the 2025 general and special account revenue and expenditure budget submitted by the Mayor of Gwangju, the 3rd supplementary budget for 2024, ordinances, and other proposals totaling 15 items.


Looking at the main schedule of this plenary session, which is planned up to the 4th session, on the first day of the session, the 27th, the 1st plenary session will be held to start by listening to the mayor’s policy speech. Then, the council will hear the executive branch’s proposal explanation on the 2025 general and special account revenue and expenditure budget and fund operation plan, form a Budget and Accounts Special Committee, and enter the full legislative schedule by reviewing proposals in the respective committees.


The scale of the 2025 Gwangju City budget is 1.4605 trillion KRW, which is 53 billion KRW less than this year’s budget. From the 28th to December 9th, preliminary reviews of next year’s budget will be conducted by standing committees over 12 days.


On December 2nd, during the 2nd plenary session, the council plans to vote on ordinances and other agenda items reviewed by the relevant standing committees and conduct policy questions to the executive branch. On December 11th, during the 3rd plenary session, answers to the policy questions will be heard, followed by the proposal explanation for the 3rd supplementary budget of 2024. After the comprehensive review by the Budget and Accounts Special Committee, the council plans to approve the 2025 general and special account revenue and expenditure budget and the 2025 fund operation plan.


Finally, on December 16th, during the 4th plenary session, the council will approve the 3rd supplementary budget for 2024, which has been reviewed by the Budget and Accounts Special Committee, and conclude the 313th regular session of the Gwangju City Council.


Chairman Heo Kyung-haeng stated, “The 2025 budget will be carefully examined for the validity and appropriateness of each project’s budget to promote citizens’ welfare, revitalize the local economy, and realize Gwangju as a self-sufficient city of 500,000 and a premium city. All members of the Gwangju City Council will wholeheartedly dedicate themselves to fulfilling the council’s role so that the citizens’ precious taxes are allocated rationally and efficiently in the right places.”
