Public Debate on "Establishing Jeju-style Parking Culture" on the 27th
Discussion on Measures to Alleviate Parking Shortages and Resolve Residents' Inconveniences
Jeju Special Self-Governing Province announced on the 25th that it will hold a public debate for residents on the 27th at 2 p.m. in the main auditorium of the Farmers and Fishermen Hall to discuss "Measures to Improve the Parking Space Certification System."
This debate was organized to resolve inconveniences raised by residents during the implementation of the parking space certification system, which was first introduced nationwide in 2007, and to seek ways to establish and improve Jeju-style parking culture. This system requires vehicle owners to secure a parking space when registering a new, changed, or transferred vehicle.
Since the scope of the parking space certification system was expanded to cover all vehicle types in 2022, various opinions regarding the system's effectiveness and residents' burdens have been raised, prompting the province to prepare improvement measures.
The debate, themed "The Two Sides of the Parking Space Certification System: Present and Future," will begin with a keynote presentation by Dr. Son Sang-hoon of the Jeju Research Institute. Experts from various fields will participate to assess the current status of the system and suggest directions for improvement.
Professor Emeritus Lee Yong-jae of Chung-Ang University will serve as the chairperson, leading discussions involving representatives of residents, traffic experts, civic groups, and journalists. Panelists include Go Seong-ryong, Chairman of the Nohyeong-dong Residents' Autonomy Committee; Kim Ki-seong, Chairman of the Yongdam 1-dong Residents' Autonomy Committee; Song Gyu-jin, Secretary General of Jeju YMCA; Shin Myung-sik, Director of Jeju Transportation Research Institute; Jwa Gwang-il, Representative of Jeju Residents' Autonomy Solidarity; Lee Seung-rok, Deputy Director of Jeju’s Sori; and Heo Min-ho, Representative of Making Jeju a Better Place to Live.
Prior to the debate, the province conducted comprehensive surveys of inconveniences experienced by residents in all towns and neighborhoods, held on-site discussions with administrative city staff, and organized expert panels to gather a wide range of preliminary opinions. On the day of the debate, there will also be a session to listen to the voices of ordinary residents to collect vivid opinions from the field.
Kim Tae-wan, Director of the Jeju Province Transportation and Aviation Bureau, said, "Regardless of support or opposition to the parking space certification system, we hope that this debate will produce practical and progressive measures to improve the parking environment," adding, "We plan to comprehensively review the opinions presented and reflect them in transportation policies."
