Yangcheon-gu, Innovation and Proactive Administration Awards... Selected as Best for 'Budget Savings through Recycling Waste Wood'

Second Half Innovation and Proactive Administration Best Practices Competition

Yangcheon-gu, Seoul (Mayor Lee Gi-jae) announced on the 24th that it held the '2024 Second Half Innovation and Proactive Administration Best Practices Competition' and selected a total of six outstanding cases, including the 'Free Disposal Agreement for Waste Wood and Street-side Fallen Leaves Recycling.'


During this period, the district received a total of 19 innovation and proactive administration best practice cases and conducted a public vote through the 'National Idea Box' and an internal staff vote using the administrative network for 10 days from the 6th to reflect the opinions of residents and employees. Afterward, through the review of the Proactive Administration Committee, one grand prize, two excellence awards, and three encouragement awards were finally selected.

The grand prize was awarded to the 'Free Disposal and Recycling Agreement for Waste Wood and Street-side Fallen Leaves,' which was promoted to implement carbon-neutral administration by saving budget and reducing greenhouse gases through resource circulation.


Until now, large waste generated in the area, such as waste wood and street tree fallen leaves, has been collected and dismantled by private contractors and then incinerated or landfilled. In response, the district discovered waste resource recycling companies to reduce the increasing disposal costs and decrease household waste, and from this year, signed agreements with five companies including Cheonil Energy for 'free transportation and disposal of waste wood and street-side fallen leaves.'


This is the result of the district's continuous search for effective waste resource disposal methods while reducing the budget for waste disposal costs that increase annually due to rising prices and labor costs. Since the agreement, the district has saved 440 million KRW in budget and expects to save 700 million KRW annually from next year.


Additionally, by recycling 7,700 tons of waste annually, it reduces approximately 8,117 tons of greenhouse gases, contributing to responding to the climate crisis and promoting resource circulation, which was recognized as the grand prize-winning project in this competition.


The excellence awards reflected Yangcheon-gu's serious parking shortage issue, with projects such as the 'On-site Visiting Explanation Meetings for Apartment Parking Lot Expansion' and the 'Woljeong-ro Parking Lot Construction' to alleviate parking difficulties around Sumyeongsan in Sinwol-dong.


To improve the lack of parking lots in large complexes, the district partially amended the ordinance supporting multi-family housing in the first half of this year and increased the support ratio for outdoor parking lot expansion. Subsequently, related officials conducted 18 on-site visiting explanation meetings, resulting in the expansion of a total of 299 parking spaces, including the parking lot of Mokdong Apartment Complex 4. Also, to resolve chronic parking shortages around Sumyeongsan in Sinwol-dong, the district reorganized leftover land and negotiated to open military apartments to the private sector, creating a total of 25 new parking spaces, which was recognized as an excellent proactive administration case.


In addition, three projects received encouragement awards: 'Improved Operation of University Student Administrative Interns,' which diversified recruitment categories and newly established a learning mentor field; 'QR Code-based Mobile Senior Center System Construction,' the nation's first computerized and automated senior center work; and 'Nation's First Local Government Support for Premature Infant RSV (Respiratory Syncytial Virus) Vaccination Fees' to address health insurance blind spots in the ultra-low birthrate era.


Public officials responsible for the best practices selected through this competition will receive personnel incentives such as special leave, priority selection for domestic training, and monetary rewards.
