Gyeonggi Province will disclose the list of high-amount and habitual delinquent taxpayers who have not paid local taxes or local administrative penalties and charges of 10 million won or more for over one year from the date of delinquency on the 20th.
Local taxes refer to taxes imposed by local governments such as acquisition tax, property tax, and local income tax. Local administrative penalties and charges are sources of revenue other than taxes.
Examples of local administrative penalties and charges include fines such as surcharges, enforcement penalties, and compensation fees for illegal acts, as well as burdens imposed in relation to specific public interest projects.
The list of high-amount and habitual local tax delinquents disclosed this time includes 1,830 individuals and 816 corporations, with delinquent amounts totaling 154.7 billion won?110.6 billion won from individuals and 44.1 billion won from corporations. For local administrative penalties and charges, there are 374 individuals and 106 corporations, with delinquent amounts totaling 48.2 billion won?23.5 billion won from individuals and 24.7 billion won from corporations.
Prior to disclosing the delinquent list, Gyeonggi Province sent advance notice letters in March to 4,109 delinquents to guarantee a submission period of at least six months for explanatory materials, in accordance with Article 11 of the Local Tax Collection Act and Article 7-3 of the Act on the Collection of Local Administrative Penalties and Charges.
Gyeonggi Province has disclosed the names, corporate names including trade names, ages, addresses, delinquent tax items, and summaries of 3,126 individuals who did not pay their delinquent amounts even during the explanation period on the Gyeonggi Province website (gg.go.kr) and the Wetax website (wetax.go.kr).
Looking at the distribution of delinquent amounts by range among those subject to disclosure: ▲1,000 million won or more but less than 3,000 million won delinquents number 1,889 (60.4%) ▲3,000 million won or more but less than 5,000 million won delinquents number 517 (16.6%) ▲5,000 million won or more but less than 10,000 million won delinquents number 398 (12.7%) ▲10,000 million won or more delinquents number 322 (10.3%).
Among the newly disclosed individuals (2,204 people), the age distribution is as follows: 144 (6.5%) are 30 years old or younger, 383 (17.4%) are in their 40s, 671 (30.4%) are in their 50s, 670 (30.4%) are in their 60s, and 336 (15.3%) are 70 years old or older.
The top corporate delinquent in local taxes is “Jusikhoesa Gukje Yeohaeng” located in Siheung City, which has not paid 2.1 billion won.
The top corporate delinquent in local administrative penalties and charges is “Sinhwa Saneop Gaebal Jusikhoesa,” also located in Siheung City, which has delinquent enforcement penalties of 2.7 billion won under the Special Act on the Designation and Management of Development-Restricted Areas.
The top individual delinquent amounts are Mr. Kim, residing in Yongin City, who owes 10.7 billion won in local income tax and others, and Mr. Woo, residing in Uijeongbu City, who owes 1.3 billion won in local administrative penalties and charges related to cadastral re-survey adjustment fees.
No Seungho, Director of the Tax Justice Division of Gyeonggi Province, stated, “In addition to disclosing the list of high-amount and habitual delinquents of local taxes and local administrative penalties and charges, we plan to implement strong administrative sanctions such as restrictions on licensed businesses, property seizure, and home searches. Especially for delinquents who maliciously conceal assets or evade taxes, we will take strong measures such as thorough investigations and travel bans.”
