Park Woo-ryang, Shinan County Governor, "Realizing Welfare Without Exclusion or Gaps"

Revealing the '2025 Military Administration Operation Direction' in the Municipal Address

On the 19th, Park Woo-ryang, the mayor of Shinan County, announced the direction of county administration and the budget for 2025 through a policy speech at the 2nd regular meeting of the 324th Shinan County Council.


Mayor Park explained the achievements by stating, “Despite difficult conditions, we have continuously strived to pioneer ‘paths less traveled’ to establish Shinan’s unique identity,” adding, “As a result, we were able to create innovative policies such as the renewable energy development profit-sharing system, youth fishing boat rental project, fully public bus system, and Purple Island color marketing.”

He continued, “Shinan County has risen to become the undisputed center of innovation in South Korea, to the extent that many institutions and local governments nationwide come to benchmark Shinan,” expressing his reflections.


Despite the government investing tens of trillions of won annually, it has failed to solve the problems of low birth rates and regional extinction risks. Meanwhile, Shinan County is creating a miracle by being the fourth among 89 population-decreasing areas nationwide and the only one in Jeollanam-do where the population is increasing.


In particular, by securing 16 billion won from the Local Extinction Response Fund and 15 billion won for the Jeonnam-type 10,000 won housing project, Shinan is using these as a catalyst for youth policies, promoting youth employment measures such as renting 100 youth fishing boats, fostering 1004 oyster farming, expanding new seaweed farming licenses by 380 hectares, and creating a 1 million-pyeong agricultural and industrial complex in Aphae-eup.


Mayor Park presented the directions for county administration in 2025 as follows: △ Leading a world-class cultural and artistic city △ Developing as a leading renewable energy region △ Creating a happy environment where rural residents prosper △ Becoming an ecological and humanities sanctuary where tourism, culture, and arts coexist △ Realizing seamless welfare with no one left behind △ Convenient Shinan where people can go whenever they want △ Establishing a safety net that residents can trust.


To this end, a budget of 701.3 billion won (664.4 billion won in the general account and 36.9 billion won in the special account) was prepared and submitted to the county council.


Mayor Park said, “To realize a hopeful Shinan, we carefully reviewed the necessity of projects and devoted great effort to budget allocation by boldly cutting projects with low effectiveness or duplication,” and requested, “I ask for the council’s cooperation so that next year’s budget can be finalized as planned.”
