Thorough Verification of Illegality and Intentionality Underway
Goyang Special City in Gyeonggi Province has identified serious issues in the Wondang 4 District redevelopment project and is launching a thorough verification process. After comprehensively reviewing the allegations raised recently regarding this project, Goyang City has determined it to be a critical matter testing the fairness of administrative procedures.
According to Goyang Special City on the 19th, the Wondang 4 District redevelopment project serves as a case testing the fairness of administrative procedures, and the city plans to conduct a thorough verification to restore citizens' trust.
Goyang Special City pointed out five major issues. First, the attempt to transfer state-owned land free of charge. Out of a total of 9,109㎡ of state-owned land, 3,709㎡ was initially planned to be transferred to the association free of charge, but after controversy over preferential treatment arose, it was changed to a paid transfer. The city intends to investigate whether there was intentionality in the attempt to provide even the public office site free of charge during this process.
Second, the sale of office facilities such as Wondang Library involved separating the sale of buildings and land. The city criticized this as lacking clear reasons and grounds, as it was conducted contrary to usual practices.
Third, the inappropriateness of property appraisal. In this project, the land price was appraised and sold at about 2 million KRW/㎡, whereas the market price in surrounding commercial areas at the time was 3.5 to 5 times higher. The city views this as causing a massive financial loss. Goyang City insists on the need to verify the appropriateness of the appraisal at that time through a re-evaluation by another appraisal institution.
Fourth, the issue of donation and acceptance. Construction began before securing ownership of the public parking lot site, and to date, the public parking lot has not even started construction, making the donation and acceptance itself impossible. If this continues, obtaining completion approval may be difficult, and residents scheduled to move in could face inconveniences, so prompt action from the project operator is absolutely necessary.
Lastly, due to the plan for a substitute religious site on private land within the park site, the park area that should have been attributed to the city was reduced by 2,036㎡. The city judges this process as abnormal and potentially constituting breach of trust.
In response, a Goyang Special City official stated, "The verification of the Wondang 4 District redevelopment project will be an important opportunity to examine the transparency of Goyang City's administrative procedures, and we will do our best to restore citizens' trust and establish a sustainable foundation for the city's development." He added, "Based on the results of this verification, Goyang Special City will ensure transparency and fairness in similar future projects and prepare improvement measures for the citizens."
Meanwhile, political circles have also raised issues regarding the process of the Wondang 4 District redevelopment project, increasing public interest in the results of this verification.
