Explains Progress on Gyosan New Town Development
Urges Implementation of Pre-Relocation Before Demolition and Post-Transportation Before Occupancy
On the 15th, Lee Hyun-jae, Mayor of Hanam City, met with Park Sang-woo, Minister of the Ministry of Land, Infrastructure and Transport, who visited Hanam City, to check the progress of the Gyosan New Town project and requested the prompt resolution of new town issues through a meeting between the Ministry of Land, Infrastructure and Transport, Hanam City, and the project implementers (LH-GH-HUIC).

In particular, Mayor Lee emphasized the need to fulfill the promises announced by the Ministry of Land, Infrastructure and Transport at the time of the Gyosan New Town announcement, such as "relocation first, demolition later" and "transportation first, move-in later," to prevent the recurrence of traffic problems seen in Misa, Gam-il, and Wirye.
He also requested the expansion of industrial area allocations, the installation of Line 3 stations at the Dream Rest Area, and the installation of soundproof tunnels to ensure that Gyosan New Town becomes a "city where commuting to downtown Seoul is possible within 30 minutes," a "city that creates jobs," a "city built together with the local community," and a "child-friendly city," as announced by the Ministry of Land, Infrastructure and Transport.
After the meeting, Mayor Lee Hyun-jae inspected areas near the Dream Rest Area in Gyosan New Town where soundproof tunnels are needed with the Minister of Land, Infrastructure and Transport, explaining the unresolved new town issues.
The mayor said, "It has been seven years since the announcement of Gyosan New Town, and Hanam City hopes for its prompt advancement and wants to actively cooperate, but several major issues remain unresolved as tasks."
First, Hanam City, being in an overconcentration control zone, is facing avoidance by anchor companies due to the heavy acquisition and registration taxes, and thus requested an expansion of 300,000㎡ of industrial area allocations to enable companies to settle.
Next, as announced by the Ministry of Land, Infrastructure and Transport, Hanam City requested the preparation of guidelines reflecting the city's opinions to ensure that living SOC facilities for new town residents include community centers and health clinics, and that these are developed and installed accordingly.
Third, to enable residents in the northern area of Gyosan New Town to use the subway, the installation of Station 104 at the Dream Rest Area was requested, along with the installation of underground connecting passages or external expansion corridors of the rest area to connect the north-south separated living zones caused by the Jungbu Expressway. It was also emphasized that Seongsan-dong, adjacent to the Jungbu Expressway, suffers from traffic noise causing resident damage, so the installation of soundproof tunnels needs to be considered.
Fourth, the originally announced Seoul-Gyosan Expressway is a key metropolitan traffic improvement measure for Gyosan New Town, so it was proposed to prioritize its promotion so that new town residents can use it immediately upon moving in.
Since the Wirye-Sinsa Line main line is being converted into a financial project by Seoul City, a strong request was made to extend it to Wirye-Hanam and proceed accordingly.
Finally, regarding Camp Colbern, which has remained undeveloped for 18 years since the withdrawal of the U.S. military base, Mayor Lee proposed revising related laws to allow site supply through the recommendation of local government heads when promoting projects under the Urban Development Act.
In response, Minister Park Sang-woo said, "We will closely communicate with each other to seek solutions to the issues."
