"Single Mom Illegal Debt Collection" Delayed Response Criticized... Seoul Police Chief Says "Time Needed to Understand Details"

Kim Bong-sik, Commissioner of the Seoul Metropolitan Police Agency, stated on the 18th that although a single mother in her 30s who died after suffering harassment from illegal loan sharks had informed the police of her victimization before her death, prompt action was not taken. He explained, "I received a tip-off by phone from an acquaintance of the deceased, but it was not specific, so it seems it took some time to ascertain the situation."

At a regular press briefing that day, Commissioner Kim said, "It is understood that there was a delay due to the process of changing the investigative department at the Jongam Police Station in Seoul to ensure a thorough investigation because of the seriousness of the case." He added, "We regret that part and will conduct a swift and strict investigation into the case."


Commissioner Kim also stated, "We will form a dedicated investigation team within the police department and police stations to strictly crack down on illegal debt collection," and "We will thoroughly recover criminal proceeds through seizure and preservation before prosecution."


The National Police Agency held a video conference on the 14th with the investigative leadership of police agencies nationwide to order a special crackdown on illegal private financing. According to the National Police Agency, from January to October this year, there were 2,789 cases of illegal private financing damage, a 58% increase compared to the same period last year. During the same period, the number of arrests was 1,671, up 44%, and the recovery of criminal proceeds reached 16.9 billion won, increasing 4.6 times.


The National Police Agency has been conducting a special crackdown on illegal private financing since November 2022. However, as criminal damage continues to rise, it has decided to extend the crackdown period until October next year. Additionally, dedicated investigation teams for illegal private financing will be established at police agencies and stations nationwide to promptly begin investigations. Furthermore, incentives such as immediate promotions will be actively pursued for outstanding cases, including the arrest of vicious illegal private financing organizations.
