Gyeonggi-do Residents' Rights Committee, 'Monitoring and Evaluating' All Processes of Public Projects

The Gyeonggi Province Residents' Rights Committee, an independent deliberative administrative body launched last September, will pilot the 'Public Project Monitoring and Evaluation' program at the end of this month, overseeing the entire process from public project ordering to contract execution.


The Residents' Rights Committee held its 2nd regular meeting on the 14th and deliberated and approved this agenda.


The Public Project Monitoring and Evaluation system is designed to have the 'Resident Participation Ombudsman,' composed of external experts, inspect and prevent potential administrative issues arising during the execution of public projects from the residents' perspective.


While the existing audit system focused on post-fact detection, this new system monitors the contract execution process to early identify unreasonable work practices, violations of regulations, or agreement terms, thereby preventing problems from worsening.

The target projects include ▲construction projects with a total cost of 1 billion KRW or more ▲service contracts worth 500 million KRW or more ▲manufacturing or purchasing of goods worth 100 million KRW or more ▲and other public projects such as entrusted tasks or subsidy projects deemed necessary for monitoring and evaluation by the committee.


The Residents' Rights Committee will monitor and evaluate public projects through document review, on-site inspections, and observation to ensure fairness, transparency, and appropriateness.


After a pilot operation period this year, the committee will review operational plans from multiple perspectives and gradually expand the volume of projects starting next year.


Jang Jin-su, Chairperson of the Gyeonggi Province Residents' Rights Committee, stated, "As an administrative body newly established to protect and remedy residents' rights, we will closely examine whether any elements infringe on residents' rights during the execution of public projects through field-based monitoring activities and guide early correction of any issues."
